Water Treatment Plant Operator Supervisor

Duties
Water Treatment Plant Operator Supervisors (WTPOS) are responsible for the supervision and administration of the work activities and personnel of Rocky Mountain National Park's water and wastewater utility unit. They supervise, coordinate, and perform in the activation, operation and deactivation of park water and wastewater systems, including treatment plants, distribution systems, storage facilities, buildings (quarters and administrative), comfort stations, pumping stations, and pressurized sewage mains. They supervise, coordinate, and perform in the planning, engineering, installation, operation, and repair of water and wastewater systems. They are responsible for a water quality assurance and compliance monitoring program for water utility operations. They manage the Supervisory Control and Data Acquisition (SCADA) system and are responsible for proper routine operation and emergency operation of all associated equipment including hardware, software, and integration. They prepare budget estimates with supporting justifications and environmental compliance documents as necessary. WTPOS requisition and maintain inventory of materials, equipment, parts, and supplies. As a supervisor they plan and schedule work assignments on a twelve-month basis and arrange shift schedules for seven-day a week operation. They establish performance standards for subordinates and formally appraise their performance. WTPOS keep time and attendance records for employees under their supervision, and schedule and approve leave requests of subordinates. They initiate recommendations for selection, promotion, or re-assignment of employees; counsels employees, adjusts informal complaints and grievances through discussion with employees and initiate disciplinary actions as needed. Water Treatment Plant Operator Supervisors (WTPOS) must operate water and wastewater systems in accordance with NPS Director's Order 83 Public Health, Colorado Department of Public Health & Environment and Environmental Protection Agency regulations. You must possess the licenses required to meet these regulatory requirements (see requirements section of this announcement for a complete list).

Physical Effort:
Climbs ladders up to 20 feet. Performs physical work in trenches and pits. Lifts and carries heavy loads up to 60 pounds. Considerable walking, standing, bending, shoveling, and digging is required.

Working Conditions:
Works in temperature extremes from -30 degrees to +90 degrees F. Performs strenuous physical labor at elevations of 12,000 feet. Operates vehicles in hazardous road conditions including snow, rain and high winds. Works in dark, cramped, and soiled conditions such as valve vaults, water tanks, sewer tanks, pits, trenches, crawl spaces, manholes etc. Exposed to acid, bases, toxic chemicals, and infectious diseases. Works in permit required confined spaces.

Qualifications
All qualifications must be met by the closing date of this announcement, Monday, June 19, 2017. Qualifying experience may be obtained in the private or public sectors.

QUALIFICATIONS: To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as selective factors as described in the occupational/assessment questionnaire and as outlined below.

WG: Applicants must be physically fit and must possess the knowledge, skills, and abilities of the elements listed in Section 25 of the Online Occupational Questionnaire to perform the duties of the position at the level for which they are applying. A specific length of time and experience is not required; however you must be able to demonstrate through experience shown in your written application, that you possess sufficient knowledge, skill and ability to perform the duties of the position without more than normal supervision. Examples of experience for this position include: Specialized experience that demonstrates the ability to supervise in the activation, operation and deactivation of water, sewer, and utility systems, including treatment plants, distribution systems, storage facilities, buildings (quarters and administrative), comfort stations, pumping stations, and pressurized sewage mains. Determines tools, equipment, manpower, materials needed, and methods to be used. Plans and programs an annual financial plan/operating program for the water district. Prepares standard operating instructions and work schedules, develops quality and quantity standards, spot checks work operations, and reviews completed work and inspection reports to insure that production and regulatory standards are met.
