Veterinary Medical Officer

Duties

As a Veterinary Medical Officer you will:

• Serve as veterinary medical officer examining the animal-human interface of zoonotic diseases to describe risk factors for human infection and to develop prevention and control strategies and tools to better understand the relationship between animal and human health.
• Identify and analyze issues and their impact on public health policies as they relate to programs.
• Consult on, monitor, and measures the outcome of these programs through studies which evaluate the effectiveness of project activities in meeting the needs of the program, the Division, and Center.
• Guide the design, implementation, and analysis of significant collaborative studies with national or international policy or program implications.

Qualifications

Basic Requirements

Council on Education (Refer to AVMA web site) must meet one

A. Must have a degree: Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site has a listing of all AVMA-accredited veterinary medical schools. (OR)

B. Graduates of foreign veterinary medical schools that are not accredited by the AVMA of the following requirements:

1. Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG).
2. Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American, Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT).
3. Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college in the U.S. that accepts the graduate final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program). A graduate of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills. Examples of examinations that assess mastery of the English language are shown below:

a. Test of English as a Foreign Language (TOEFL).

b. Academic tests (listening, writing, and speaking) offered by the International English Language Testing System (IELTS).

c. Canadian Academic English Language Assessment (CAEL). (OR)

LICENSURE: Have a current, valid license from one of the fifty U. S. (copies of the original license should be faxed with your application) that allows the practice of veterinary medicine and be accredited to issue health certificates. Failure to do so will result in non-consideration of your resume.

MINIMUM QUALIFICATIONS

Applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include the duties of the position providing program leadership, veterinary medical technical assistance and guidance on the aspects of public health issues and programs related to zoonotic diseases between humans and animals.

Education

Foreign Education: Education completed in colleges or universities outside the United States may be used to meet the education requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.

Conditions of Employment:

1. Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time. Applicants are also advised that all information concerning qualifications is subject to investigation. False representation may be grounds for non-consideration, non-selection and/or appropriate disciplinary action.

2. E-Verify: If you are selected for this position, the documentation that you present for purposes of completing the Department of Homeland Security (DHS) Form I-9 will be verified through the DHS "E-Verify" System. Federal law requires DHS to use the E-Verify System to verify employment eligibility of all new hires, and as a condition of continued employment obligates the new hire to take affirmative steps to resolve any discrepancies identified by the system. 3. Direct Deposit: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
