Transportation Security Manager - Screening Checkpoints (PAX/BAGS/CARGO)

Duties

As a Transportation Security Manager (TSM) for Screening Checkpoints within the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS), you will function as a Screening Manager responsible for screening procedures, processes (passenger, baggage, cargo, et al), and performance. You will be required to use good judgment while making decisions in the field. May manage multiple locations simultaneously, which may include off-site locations (i.e., spoke airports).
Additional duties include but are not limited to:

• Manage screening programs, as assigned by the Federal Security Director (FSD), Deputy FSD, or Assistant FSD, including, but not limited to, checkpoints, Bomb Appraisal Officer, and/or Screening of Passengers by Observational Techniques.
• Use seasoned technical and program management expertise developed professionally and on-the-job to complete the majority of work independently; keep management apprised of issues that may require or represent significant shifts in operations, policies, and procedures.
• May serve as the manager in charge of TSA operations at an airport/transportation terminal, spoke locations, or particular shifts, as assigned.
• Manage and support the collections of various performance metrics in an effort to identify areas in need of process improvement and systemic or individual weaknesses, vulnerabilities, or inefficiencies in the screening process.
• Coordinate national and local crisis management and incident response protocols.
• Recognize and understand the customer service needs of the traveling public and balance these needs with safety and security in mind.
• Work cooperatively with airport stakeholders in furtherance of the TSA mission.
• Monitor individual performance and provide frequent communication in order to promote screener development.

The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band H) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to the GS-12), you must have one year of specialized experience equivalent to the SV-G Pay Band or the GS-11 in the Federal service or equivalent experience in the private sector. SPECIALIZED EXPERIENCE is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. The specialized experience for this position would include: administrating, coordinating, or supervising/managing programs/services providing aviation security, corporate security, or force-protection affecting personnel, equipment, and facilities.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent in the private sector. SPECIALIZED EXPERIENCE is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Such experience includes administering, coordinating, or supervising/managing programs/services providing aviation security; corporate security; or force-protection affecting personnel, equipment, and facilities.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
