Transportation Engineer IV, or V - Cooperative and Automated Transportation - STR Division - Statewide

Transportation Engineer IV: Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Transportation Engineer V: Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and/or [research]. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties: Transportation Engineer IV:

• Provides information regarding innovative and experimental technologies to department personnel.
• Analyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.
• Coordinates with other Divisions and Districts on contracting issues and serves as the point of contact for their professional services contracting program.
• Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
• Makes presentations and represents TxDOT.
• Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements
• Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.
• Reviews literature, technical data, material specifications and procedures
• Reviews, processes and certifies project design plans developed by consulting engineers.

Transportation Engineer V: All the Above and:

• Provides technical assistance for the development of rural ITS/traffic management corridors.
• Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
• Reviews and assists districts with the planning, design of PS&E, and the letting for traffic management systems.

Minimum Qualifications: Transportation Engineer IV: Education : Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience :

• 7 years engineering, transportation engineering, or related engineering experience
• Experience can be satisfied by full-time or prorated part-time equivalent.
• Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications :

• Valid driver’s license. This position requires driving a state vehicle.
• Licensed TX Prof Engineer*
• Safety Impact Certificate

• Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Competencies: Transportation Engineer IV:

• Transportation principles and methods for moving people or goods by multimodal (road, air, water) methods, including their relative costs, advantages and limitations
• Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
• Program/project planning, development, and management methodologies
• Contract development and oversight
• Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
• Coordinating and directing multiple projects
• Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused
• Developing and giving presentations
• Using computers, applicable programs, applications, and systems
• Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Transportation Engineer V: All the Above and:

• Traffic Systems Management & Operations (TSMO)
• Budgeting methods and procedures
• Transportation funding programs

Physical Requirements and Working Conditions:

• Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
• Talking-expressing or exchanging ideas by spoken words
• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
• Subject to inside and outside environmental conditions
