About the role

Duties

The individual selected for this position will:

  • Write and develop training materials and operation materials that describe detailed procedures and tasks. Create training materials which includes developing skill/proficiency checks and performance assessments, designing and incorporating relevant practice exercise; selecting appropriate approaches for delivering training; writing self-studies; workbooks, classroom training guides, and accompanying job aids and training aids; determining the appropriate sequence of instructional activities; and conducting training, and dry runs of training materials.
  • Assists in preparing manual, user guides and instructional materials for specialized training on the technical and administrative aspects of current programs and one-time surveys. Prepares materials for multiple projects within specified time frames in order to meet deadlines and uses advanced functions or word processing software.
  • Assists in developing a system of training evaluation and incorporating it into the training program. Evaluates the effectiveness of training through methods such as evaluation/feedback forms for trainees and trainers, final review exercises, evaluation reports describing the strengths and weaknesses of training approaches, etc. Prepares evaluation reports describing the strengths and weaknesses of training approaches and uses this information to recommend updates, revisions, or modifications to training documents.
  • Assists in conducting research on new instructional approaches and provides recommendations for alternate training methods. Works with others to conduct assessments of exiting instructional approaches that do not appear adequate. Assists in designing technology-based training.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS:

Basic Entry Requirements:

A. Degree: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

OR

Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction.

Examples of qualifying specialized experience include:

Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).

Supervising or administering a training program.

Development or review of training/course materials, aids, devices, etc., and evaluation of training results.

Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

In addition to the basic requirements, you must also meet the following:

Specialized Experience:

For the GG-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Experience for this position includes assisting in writing and developing training materials and operational materials that describe detailed procedures and tasks. Assisting in preparing manual, user guides and instructional materials for specialized training on the technical and administrative aspects of programs and surveys. Assisting in developing a system of training evaluation and incorporating it into a training program. Conducting research on new instructional approaches and provides recommendations for alternate training methods.

OR

1 full year of graduate level education.

For the GG-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Experience for this position includes assisting in writing and developing training materials and operational materials that describe detailed procedures and tasks. Assisting in the creation of training materials, which include developing skill/proficiency checks and performance assessments, designing and incorporating relevant practices and exercises. Assisting in preparing manual, user guides and instructional materials for specialized training on the technical and administrative aspects of programs and surveys. Assisting in developing a system of training evaluation and incorporating it into a training program. Evaluating the effectiveness of training through methods such as evaluation/feedback forms for trainees and trainers, final review exercise, evaluation reports describing the strengths and weaknesses of training approaches. Conducting research on new instructional approaches and provides recommendations for alternate training methods.

OR

Master's or equivalent graduate degree; or two full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.

For the GG-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience for this position includes assisting in writing and developing training materials and operational materials that describe detailed procedures and tasks. Assisting in the creation of training materials, which include developing skill/proficiency checks and performance assessments, designing and incorporating relevant practices and exercises. Assisting in preparing manual, user guides and instructional materials for specialized training on the technical and administrative aspects of programs and surveys. Assisting in developing a system of training evaluation and incorporating it into a training program. Evaluating the effectiveness of training through methods such as evaluation/feedback forms for trainees and trainers, final review exercise, evaluation reports describing the strengths and weaknesses of training approaches. Conducting research on new instructional approaches and provides recommendations for alternate training methods. Conducting assessments of exiting instructional approaches that do not appear adequate. Designing technology based-training and conducting training.

OR

Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

For the GG-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience for this position includes assisting in writing and developing training materials and operational materials that describe detailed procedures and tasks. Assisting in the creation of training materials, which include developing skill/proficiency checks and performance assessments, designing and incorporating relevant practices and exercises; selecting appropriate approaches for delivering training; writing self-studies; workbooks, classroom training guides, and accompanying job aids and training aids; determining the appropriate sequence of instructional activities; and conducting training, and dry runs of the training materials. Assisting in preparing manual, user guides and instructional materials for specialized training on the technical and administrative aspects of programs and surveys. Education cannot be substituted for experience at this grade level.
