Duties
Position may be filled at the GS-09 or GS-11 level. At the full performance GS-11 level, the incumbent provides overall Regional coordination of the development of design data and functional requirements related to communications and control equipment used for water and power operations and maintenance as well as construction activities.
-Formulates plans and coordinates installation of all wireless communications systems.
-Develops and evaluates performance data on Region’s communication systems.
-Studies and evaluates new or revised communication equipment, related systems, and test methods.
-Provides technical consultations services to Area Offices during installation and testing of new or diagnosing problems with existing equipment.
-Prepares, maintains, reviews, and distributes documentation of Region’s communication facilities to include O&M guides, data sheets, manufacturer’s literature, field prepared test reports, and radio path survey results.
-Climbs communication towers up to 165’ to review the installation of antennas, cabling, and tower ground buss bars are compliant with Motorola R56 standards.
At the GS-09 level, the duties of this position are developmental in nature and lead to the full performance level of GS-11. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: Promotion is not automatic.
Qualifications
Applicants must have one year of specialized experience or additional education as defined below.
GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service OR two years of progressively higher level graduate education leading to a master's degree OR equivalent master's or graduate degree in the field of electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to this position.
GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. in the field of electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management or other fields related to this position.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:
GS-09: Experience involving evaluating, analyzing, developing, managing, or improving communications systems or procedures; or experience in installing, repairing or troubleshooting wireless communications technologies and other digital data and voice transmission systems such as fiber optic, UHF, VHF, microwave, and satellite. These examples are not all inclusive.
GS-11: Experience working with communications systems that encompass real-time SCADA or telemetry systems, such as those involved with power and pumping plant operations, reservoir and canal monitoring; experience in evaluating, analyzing, developing, managing, or improving communications systems or procedures; or experience in installing, repairing or troubleshooting wireless communications technologies and other digital data and voice transmission systems such as fiber optic, UHF, VHF, microwave, and satellite. These examples are not all inclusive.
