Duties
The selectee will serve as a Telecommunications Specialist (COMSEC) in the Office of the Chief Information Officer, Information Technology Operations Program. Typical work assignments include:
- Implementing and managing the Electronic Key Management System (EKMS) program and Key Management Infrastructure (KMI), which includes system configuration and operation of the local Management Device, Data Transfer Device and Key Processor; developing, coordinating, and disseminating policy, and procedures to support mission activities; and controlling COMSEC information, material, and devices, and is responsible for their receipt, inventory, storage, issuance, protection and destruction.
- Analyzing and resolving unique COMSEC problems for which existing methods and techniques are inadequate, requiring informative decisions, technical determinations or adapting practices which are only partially or indirectly applicable; attending technical meetings, preparing subject matter reports, making technical presentations and providing specialized training to the end user.
- Providing a wide variety of problem resolution assistance to the user community on issues involving, secure voice/telephone, secure facsimile, Secure Video Teleconferencing and other miscellaneous telecommunications issues; participating in, or leading, complex projects singularly or concurrently; preparing project plans, objectives, schedules; assigning tasks; and allocating and accounting for all resources.
Qualifications
You qualify for the GS-13 level (starting salary $94,796) if you have one year of specialized experience equivalent to the GS-12 level performing duties such as implementing and managing the Electronic Key Management System (EKMS) program and Key Management Infrastructure (KMI); configuring and operating local Management Devices, Data Transfer Device and Key Processor; controlling COMSEC information, material, and devices; receiving, inventorying, storing, distributing, protecting and destroying of Top Secret and Secret documents, material and devices; performing COMSEC training relating to operations and management activities; establishing and maintaining accurate COMSEC inventories and reports (daily, monthly, and semi-annually), accounting records and files and ensuring accuracy of records and databases for review by the National Security Agency (NSA).
Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Must be fully qualified by the National Security Agency (NSA) as a Communications Security (COMSEC) Custodian Technician by providing proof of attending an NSA approved COMSEC Custodian Training such as: CS-140, IN-112, ND-112 or IAEC-2112 or equivalent.

You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.
