Duties
MAJOR DUTIES:
- As a lead technical specialist, the incumbent provides engineering and technical direction as required in support of assigned armament programs during all phases of the weapon system acquisition cycle.
- The incumbent is specifically required to provide the technical engineering expertise necessary to monitor assigned armament programs.
- Participates with other technical specialists in design reviews making joint decisions which may result in design changes or changes in program emphasis; directs the preparation of draft statements of work/objectives and amendments; reviews engineering change proposals, specifications, drawings, software code, technical orders, and test results.
Qualifications
SPECIALIZED EXPERIENCE: At least one 1 year (52 weeks) of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include systems engineering related to the design, development, and/or sustainment of weapon systems, subsystems and/or support equipment.

TIME-IN-GRADE (TIG) Restrictions for GS Positions: Applicants must have served at least 52 weeks at the GS-12 or higher grade within the Federal Civil Service (or equivalent in an alternate pay system) to be considered for (referral). The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs). Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- A full 4-year curriculum in an accredited college or university leading to a bachelor's degree or its equivalent, as specified in the Office of Personnel Management Qualifications Handbook, is required.
- Advanced education in an appropriate field is desirable.
- Professional knowledge of engineering principles as they pertain to armament systems development and production are required. Such knowledge must enable the employee to serve as a technical specialist in Systems Engineering and permit recognition and application of technological advances to systems design.
- Broad technical background and experience and demonstrated ability to integrate technical disciplines. Ability to evaluate the latest developments in the technical field and apply them to weapon armament development.
- Knowledge of regulations, policies, and operating instructions and procedures as they pertain to the preparation of technical documents; technical source selections; weapon systems development, and policies at AFLCMC, AFMC, USAF, DoD and international levels.
- Ability to communicate effectively both orally and in writing to clarify engineering decisions and to further achieve technical objectives.
- Ability to demonstrate leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and when necessary, direct ad hoc teams.
- Ability to recognize and clearly define program deficiencies that may be eliminated through improvements or advances in maintenance systems, automatic test equipment, and logistics support systems.
