Survey Statistician

Duties

The individual selected for this position will:

Grade 09

• Perform defined units or parts of major projects involving numerous or unpredictable factors and requiring setting up and carrying out of integrated procedures.
• Assist in the evaluation of alternative used to determine the appropriate methodology.
• Prepare documentation of procedures, findings, and problems encountered with recommendations;
• Prepare, monitor and edit statistical reports;
• Review, and evaluate automated initiatives for quality control programs using statistical methods;
• Assist in preparing cost estimates and staffing requirements for program activities.

Grade 11

• Initiate investigations based on observations in program assignment areas;
• Select and modify statistical techniques and methods to produce accurate and timely data;
• Evaluate alternatives to determine the appropriate methodology and procedures for efficiency, reliability, and feasibility;
• Prepare documentation of procedures, findings, and problems encountered with recommendations.
• Assist in the development of and preparation, monitoring and maintaining of statistical reports;
• Prepare cost estimates and staffing requirements for program activities;
• Design, review, and evaluate automated initiatives for quality control programs using statistical methods.

Qualifications

Time-in-Grade: Current and former federal civilian employees must have held a position at the grade 07 for at least 52 weeks in the Federal service for promotion to the grade 09, grade 09 for at least 52 weeks in the Federal service for promotion to the grade 11.

EDUCATION REQUIREMENTS:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Education: If using education substitution or the position requires higher education, you must submit a transcript (official or unofficial) or a list of courses that includes the following information: name of accredited institution, grades earned, completion dates, and quarter and semester hours earned. If selected, an official transcript will be required prior to appointment. Education completed in foreign colleges or universities may be used to meet the requirements.

Specialized Experience:

Grade 09: You qualify at the GS-09 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This experience must have been equivalent to at least the grade 07 level to meet the qualification requirements in the Federal Service. Examples of experience must have equipped the applicant with knowledge of statistical theories, methods, and techniques as related to quality control such as preparing statistical reports, monitoring inspection records for accuracy, reconciling records, participating in the planning of quality control programs, reviewing specifications for statistical soundness and accuracy.

Grade 11: You qualify at the GS-11 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This experience must have been equivalent to at least the grade 09 level to meet the qualification requirements in the Federal Service. Examples of experience must have equipped the applicant with a professional knowledge of statistical theories, methods, and techniques as related to quality control such as designing or preparing statistical reports, reviewing and evaluating automation initiatives for development and enhancement, participating in the planning and development of quality control programs, and reviewing procedures for statistical soundness and accuracy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., PeaceCorps, AmeriCorps) and other organizations, (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

EDUCATION SUBSTITUTION FOR SPECIALIZED EXPERIENCE:
GRADE 09: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

GRADE 11: 3 years of progressively higher graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed post-graduate education and experience may be used to meet the required specialized experience.
