About the role
Duties
· Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees
regarding policies, procedures, and directives of management. Supervise about 21 lifeguards and four
subordinate leaders (GS-03) to three swimming peoples at this base.
· Develop and conduct orientation, safety and activity specific training for all employees and volunteers
through development of an annual training program for the Aquatic Program.
· Plan, coordinate, develop and distribute effective publicity, promotional and safety campaigns to generate
interest and maximize participation in the diversified programs offered.
· Coordinate daily security and internal administrative controls of programs and Non-Appropriated
Fund/Appropriated Fund (NAF/APF) property while ensuring accountability for facility maintenance authorized program equipment, clothing/gear, and storage and issue office.
· Compile, consolidate, and analyze program and financial data. Prepare annual operating budget and
quarterly revisions based on supporting data and submit for approval to the Outdoor Recreation Director to be included in the overall Outdoor Recreation Program.
Qualifications

SPECIALIZED EXPERIENCE: One (1) year of specialized experience at the next lower grade (GS-05) or equivalent which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position of being filled. Specialized experience is experience gained while performing work that included (1) Group leader, counselor, or similar work in public and private recreation programs for adults or children such as summer camps, local playgrounds, YWCA and YMCA clubs, Boy Scouts and Girl Scouts, urban community centers, or resort recreational activities; (2) Teacher's aid in elementary school recreation or physical education program, with emphasis on development of general recreational skills and abilities; (3) Aid or assistant assignments in recreation while on active military service; (4) Aid or assistant in the organization and administration of recreation activities, such as preparing activities calendars, maintaining attendance records, and providing information concerning schedules and activities; (5) Summer aid in a State or national park, with duties related to the recreational activities of visitors to campsites, trails, picnic areas, nature and raft centers, and boating and fishing areas (e.g., demonstrating camping techniques and park safety, conducting nature tours, and overseeing farm animal areas provided for children); (6) Sales or stock clerk in a recreation supplies and equipment shop; (7) Aid or assistant in the issuance of authorized property, and in the maintenance of inventory control and accountability for such property in a recreation facility; (8) Aid or assistant in a hotel or resort recreation service, with duties such as setting up areas for games, tournaments, and other organized group recreational activities.

EDUCATION: Successful completion of one full year of graduate level education in courses related to recreation or physical education meets the requirements for GS-6.

IN ADDITION TO MEETING THE QUALIFICATION REQUIREMENTS ABOVE APPLICANTS MUST ALSO MEET THE CERTIFICATION REQUIREMENTS LISTED BELOW:
Applicants must submit the following certificates at the time of application (a) a current and valid nationally recognized lifeguard certification covering lifesaving and water rescue methods, skills and procedures (b) a current and valid nationally recognized basic first aid certification and (c) a current and valid nationally recognized CPR certification which includes adult, child and infant procedures. FAILURE TO SUBMIT THESE REQUIRED DOCUMENTS WILL RESULT IN AN INELIGIBLE RATING.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a variety of lifesaving, first aid, CPR, water safety instruction, and associated techniques and procedures as would be acquired through previous experience.
2. Knowledge of a variety of swimming facility rules, work procedures, equipment, and materials to perform standing, recurring tasks, and special tasks such as providing swimming lessons under specific instructions from the supervisor.
3. Ability to communicate effectively, orally.
4. Ability to supervise.
PART-TIME OR UNPAID EXPERIENCE**:** Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
You must provide transcripts to support your educational claims. Education must be credited by an accrediting institution recognized by the U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
