Duties

Works with senior staff members responsible for OAQPS long-range planning activities, including coordination across the organization. Such long-range planning activities include examining public sector expectations and upper management expectation against the current course of action and progress towards environmental goals.

Advises OAQPS and OAR managers about the formulation and management of the OAQPS budget, including the reasonableness of plans and programs in the light of policy change and notable deviations in the budget during the past or current years. Charts a course of action, under the direction of the Office Director, to ensure that programs are supported and budgets reflect the priorities of the organization. Clearly communicates to senior staff what information is needed to formulate budgets and oversees budget development.

Reports of the OAQPS Office Director and senior management team about the fiscal and operational aspect of the organization. Considers Agency priorities as a factor in evaluating the current course of action and progress toward environmental goals.

Reviews and evaluates the management effectiveness and efficiency of the office, including organization structure, mission capability, facilities, procedures, manpower utilization, and other related areas.

Oversees the assessment of training needs in the organization and leads activities to improve and strengthen the skills and abilities of OAQPS staff and managers.

Fosters positive working relationships across the Agency and leads the OAQPS in the areas of human resources, budget development, contracts, grants, information technology, and continuity of operations. Oversees the relationships between OAQPS and EPA regional offices, including helping to communicate and implement OAR National Program Management guidance.

Serves as the key advisor to the Office Director on all matters related to Human Resources.
Qualifications
You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as: 1) Experience leading, managing, or directing an organization charged with servicing a larger organization; 2) Experience analyzing and/or developing policies that include organizational decision-making and problem solving; AND 3) Experience in human resources policies and procedures in managing employees and staff.
