Supervisory Program Analyst

Duties
This Supervisory Program Analyst position is located in the Business Architecture Branch, Technology Infrastructure Modernization Division, within the Office of Information Technology (OIT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for managing the planning and operations of the Agile Project Management Scrum development framework within the (TIM) division. Typical assignments will include but are not limited to:

• Providing oversight and management for the development of the (TIM) business architecture, requirements, quality assurance, risk management, configuration management, and test and evaluation in an agile environment.
• Developing, revising and implementing immediate and long-range goals and objectives. Establishing strategies for branch activities to include requirements, testing, risk management, quality assurance, scrum team management and configuration management.
• Providing expertise in evaluating and selecting software tools and products that support testing, requirements and configuration management. Working with (TIM) stakeholders to ensure requirements and testing products and deliverables are defined and implemented correctly within the Agile framework.
• Providing oversight of the implementation and maintenance of configuration management and system engineering principles for the (TIM) program.
• Analyzing and evaluating the effectiveness of scrum teams within the program. Providing guidance through organizational challenges of Scrum adoption and continuous improvement. Providing Agile Scrum Master leadership on core integration projects.
• Providing oversight in the development and implementation of a quality assurance and risk management program for the program.
• Provides oversight and management of all testing for the TIM program to include integration testing, user acceptance testing, and operational testing.
• Collaborates with key stakeholders of all levels, and serves as the key authority to provide Agile Scrum Master leadership on core integration projects.

Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

Qualifications
Basic Requirements for IT Positions: Applicants must possess IT-related experience demonstrating each of the four basic competencies listed below.

3. 4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.

In addition to the basic IT requirements, to qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. For this position, specialized experience is further defined as follows:

• applying knowledge and skill in Scrum methodology, principles and techniques to manage requirements development utilizing an Agile framework; AND
• utilizing a wide range of analytical and evaluative techniques to assess the effectiveness of an agile program and determine a course of action to remedy deficiencies; AND
• overseeing test planning and execution across all aspects of agile development and operations; AND
• developing key program documentation (i.e. Operational Requirements Documents, Integrated Logistics Plans, Test and Evaluation Master Plans, and Configuration Management Plans).

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour work week. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
