About the role

Duties

  • Analyzes and evaluates the diverse procurement matters throughout Colorado, and, initiates, develops, and recommends contracting policies, procedures, guidance, and control measures for those contracting activities through the State.
  • Provides technical guidance, advice, and assistance to the subordinate Contracting Officers in the interpretation of policies and regulations and resolution of complex contractual problems.
  • Reviews and approves several key steps of contract processing by all State Office and field Contracting Officers.
  • Provides oversight to the Cooperative Agreements and Charge Card programs and staff; and
  • Provides supervision to the procurement staff; establishes work priorities, develops performance standards; and evaluates overall efficiency of the Acquisition Section and ensures effective and efficient operations.

To qualify for the GS-13, you must show that you have one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-12). Examples: providing leadership, direction, and advice in a procurement management program which includes grants/agreements; providing guidance in compiling a statewide annual procurement plan; advising mangement and contracting offices on matters pertaining to acquisition and agreement policies and procedures, and assisting Field Offices in carrying out their delegated procurement authorities; conducting evaluations of procurement activities, methods of acquisition and compliance with statutes and regulations.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Eligible Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
