Duties
- Plans, directs and evaluates all law enforcement and emergency services park-wide protecting park visitors, employees and park resources.
- Incumbent is responsible for the park's Special Use Permit and Commercial Use Permit Programs. Incumbent supervises a GS-11 supervisory ranger, a fee collection program through a subordinate fee manager, and a small aquatic safety program through a subordinate supervisory lifeguard.
- The incumbent is a Commissioned Officer and must meet and maintain the physical qualification requirements for Law Enforcement. Ensures that all personnel management functions and requirements are met within the Division of Resource and Visitor Protection relating to hiring, recruitment, appraisals, rewards, discipline, training, drug-free workplace, safety and accountability.
- Remains flexible and adapts position management structure to situational needs and changing priorities including temporary incident command structure.
- Through direct subordinates, applies command and control over field staff resources including park, federal law enforcement rangers/officers, emergency medical personnel, and other agency staff assigned to park incidents.
- Incumbent participates in the Whiskeytown NRA Senior Management Team in all park planning efforts, coordinates operational plans with overall efforts to update park-wide plans such as strategic management plans, assessments and forecasting plans, risk reduction plans and provides input into regional and divisional plans that affect or are affected by ranger operations or permitting processes.
- Incumbent is responsible for planning, development and implementation of the Division of Visitor and Resource Protection budget, proposing expenditures and allocation of human resources to accomplish division and park goals.
Qualifications
Selective Factors: Applicants must meet ALL of the following to qualify:
- Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I DOI/National Park Service (NPS) Law Enforcement Commission, or equivalent by 06/09/2017. More information can be found in the 'Education' section of this job announcement.
- This is a secondary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service.
- Must have a current, valid State Driver's License by 06/09/2017
- AND -
GS-0025-11: Applicants must possess at least one of the following minimum qualifications by close of the announcement:
- EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS/GL-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.
- Examples of specialized experience could include: Park Guide or tour leader; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. You must include hours per week worked.

- EDUCATION: Successful completion of at least three full years of graduate level study leading to a Doctorate, Ph.D., or equivalent degree at an accredited college or university in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts.
-OR-
- Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.
For GS-0025-12: Applicants must possess at least the following qualifications by close of the announcement
At least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal Service, performing all or most of the following tasks as stated below.
EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is directly related to the work of the position to be filled. Examples of specialized experience include: management of resource protection, visitor protection and law enforcement programs including search and rescue and wildland fire; experience in the administrative responsibilities of program management (budget, contracting, human resources); serving as a senior advisor to management and engaging in resource protection, visitor protection and law enforcement programs; long/short term goal oriented planning and accomplishment of work through coordination of paid staff, volunteers, partners, non-profit organizations and local, state, and federal entities.
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
