Duties
The incumbent performs the following duties:
- Provides leadership in C4 Information Management and Information Technology (C4IM/IT) that involves implementing and supporting theater and enterprise initiatives, projects, and programs for defining, evolving, evaluating and improving information management functions.
- Exercises responsibility for execution of services, standards, and ensures responsiveness to IM/IT requirements by providing an operational focus for the delivery of services within their region and ensuring delivery of high quality functional services required by the supported commands.
- Responsible for the overall management, control, coordination, and execution of projects and programs within the region to support command decisions.
- Participates in executive decision councils at the Brigade and Theater Signal Command levels providing detailed analysis and insights with regards to the delivery of C4IM Services.
- Acts as an advocate for the NEC, Senior Commanders, and Supported Commands with the Signal Brigade and 7th Signal Command on provided baseline.
- Identifies requirements, organizes, and distributes authorized personnel resources.
- Identifies and develops the requirements plan for the NEC's C4 IM/IT services and support.
- Identifies C4IM service requirements that exceed the Army baseline and negotiates service level agreements for unique C4IM service requirements.
- Defines, executes, and enforces the Command's standardized contracting strategy, information management policies, standards, and architectures to ensure compliance with the organizational standards as well as applicable Federal regulations for IT and/or service acquisitions.
- Provides executive leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable workforce to accomplish assigned missions.
- Directly manages the NEC's workforce with responsibility for managing the delivery of services.

Qualifications

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: experience that involves capital planning and investment control, performance and results-based management of Information Management/ Information Technology (IM/IT) programs, information technology (IT) architecture, work process improvements, IT test and exploitation, and IT acquisition. In addition to the specialized experience, you must meet the four competencies as described: 1) Attention to Detail through planning, budgeting, acquisition, management and operations of the IT infrastructure assets and IT services; 2) Customer Service by providing delivery of IM/IT services including automation, communication systems and systems support, and Cyber security/information assurance; 3) Oral Communication by master of effective oral communication, from one-on-one to large groups, of employees, senior Commanders, Garrison Commanders, key management officials and higher echelons with HQDA and other military services and private industry. Evidence of experience in providing advice as the senior IT Specialist of the Fort Huachuca installation, counsel and instructions to subordinate personnel. Ability to clearly articulate high level technical information to non-technical audience. The ability to confidently speak in a variety of situations. 4) Problem Solving by supporting initiative, projects, and programs for defining, evolving, evaluating, and improving information management functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-13 grade (or equivalent).
