About the role

Duties
You will:
Manage, direct, supervise, and review the activities of the Information Services Unit (ISU) to support the regional Information Technology (IT) needs.
Manage and direct a highly technical staff providing computer technical support for the Region.
Make recommendations and decisions on the resource needs, such as equipment and supply purchases, and travel and budget needs, of the IT program.
Assure the reliability of mission critical and Freedom of Information Act (FOIA) capacity within the region.
Oversee and provide technical direction to staff that have contract responsibility and exercise authority as Contracting Officer’s Representative (COR).
You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Qualifications
You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full time experience equivalent to the GS-14 level defined as developing quality assurance/quality control, and monitoring methodologies and work plans; developing technical programs and/or projects to include managing budgets and monitoring progress; and implementing new applications software.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:

  • Knowledge of computer system and information transmission system policies, procedures, and standards.
  • Ability to perform Systems Analysis.
  • Knowledge of Information Assurance policies and procedures.
  • Knowledge of System Administration development and implementation.
  • Ability to provide customer service and support.
  • Ability to apply troubleshooting and data analysis methods to resolve operating problems.
  • Ability to analyze and resolve technical issues.
  • Knowledge of systems testing and evaluation.
  • Ability to assess computer equipment and software needs.
  • Ability to evaluate travel needs.
  • Ability to communicate orally.
  • Ability to administer and modify contracts.
  • Knowledge of procurement policies and procedures.
  • Ability to communicate in writing.

You must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
