About the role

Duties

  • Serves as the Network Enterprise Center (NEC) Director for the 7th SC (T) with a span of responsibility that encompasses Fort Rucker, AL.
  • Exercises responsibility for execution of services, standards, and ensures responsiveness to Information Management (IM) and Information Technology (IT) requirements.
  • Responsible for the overall management, control, coordination and execution of projects and programs to support the Theatre Signal Brigade and 7th Signal Command (T) decisions.
  • Identifies technology opportunities that will have a significant effect on the ability to support the customer base and perform the mission.
  • Participates in executive decision councils at the Brigade and Theatre Signal Command levels.
  • Monitors the execution of baseline and enterprise services.
  • Develops and advocates significant performance improvements in cost structure, quality management for Command, Control, Communications, Computers and Information Management (C4IM).
  • Defines, executes and enforces the Command's standardized contracting strategy, installation information management policies, standards and architectures to ensure installation compliance with the organizational standards as well applicable Federal regulations for Information Technology and/or service acquisitions.
  • Provides executive leadership, guidance and direction to ensure acquisition, development and retention of a professional, highly capable workforce to accomplish assigned missions.
  • Develops and evaluates performance standards.
  • Reviews and makes decisions on serious disciplinary actions.

Qualifications

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: one year of experience involving capital planning and investment control, performance and results-based management of Information Management/Information Technology (IM/IT) programs, information technology (IT) architecture, work process improvements, IT testing and exploitation, IT acquisition; delivery of IM/IT services including automation, communication systems and systems support, and information assurance; supporting initiatives, projects, and programs for defining, evolving, evaluating and improving information management functions; and planning, budgeting, acquisition, management and operations of the IT infrastructure assets and IT services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of Information Technology Systems Management
  • Skill in Resource Management
  • Ability to Perform Personnel Management

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).

Individuals must have IT-related experience demonstrating each of the four competencies listed below which must be clearly annotated on your resume:

Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
