About the role

Duties
In this position, you will serve as a Supervisory Human Resources Specialist for the Talent Acquisition Division, Recruitment Branch and be responsible for providing technical oversight and direction to staff and increasing the value of the recruitment function within the Agency. Typical duties include:

  • Providing leadership and supervision to a team responsible for the recruitment of highly qualified candidates to fill a variety of positions (intermittent, temporary, and permanent) to support the FEMA mission and meet the Agency’s hiring goals with a highly qualified diverse workforce. Formulates strategic recruiting objectives and designs and delivers a robust recruitment program consistent with the goals of the Office of the Chief Component Human Capital Officer.
  • Establishing and refining candidate sourcing strategies and execution to support the FEMA mission and build an infrastructure to provide outstanding client services to hiring managers. Develops, tracks, and analyzes innovative recruitment metrics and other key performance indicators to meet Agency hiring requirements and evaluates the effectiveness of recruitment activities.
  • Expanding and shaping sourcing capabilities and leading in building an infrastructure/pipeline to meet on-going recruiting needs. Serves as a key partner to hiring managers to identify the talent needs within their organizations, as well as managing the full life recruiting cycle for FEMA. Communicates recruiting strategies and practices with hiring managers and partners effectively with business leaders across the organization.

Qualifications
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 days of the closing date of this announcement.
