Duties
You will:
- Plan, organize, and direct the activities of the Section, ensuring that recruitment and classification comply with legal and regulatory requirements and meet customer needs.
- Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules in a manner that promotes smooth and even flow of work.
- Serve as a senior consultant for major agency components in designing and planning a workforce responsive to changes in mission and business practices.
- Serve as a focal point for technical guidance in implementing and administering staffing and position classification programs for assigned locations.
- Establish, develop and maintain effective working relationships with customers at all levels.
Qualifications
You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full time experience equivalent to the GS-13 level defined as managing projects involving federal human resources staffing or classification, including developing plans, gathering data, implementing solutions, and preparing reports with recommendations; conducting federal human resources staffing or classification functions.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:
- Ability to plan, organize, and direct the activities of a human resources unit;
- Skill in monitoring, reviewing, and ensuring the quality of an organization's processes and work products;
- Skill in applying human resources management regulations, principles, practices, analytical methods, and techniques;
- Knowledge of federal staffing policies and procedures;
- Knowledge of federal position classification policies and procedures;
- Skill in written communication; and
- Skill in oral communication.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
