Supervisory General Engineer

Duties

-Provides facility engineering services and support via a staff of electrical and mechanical engineers; collaborates with facility managers and other Project offices to provide daily support for routine and non-routine operations, maintenance and construction activities.
-Reports on the status of projects, problems, challenges, and training needs of subordinate staff; identifies problems (administrative, personnel, or engineering) and recommends solutions; prepares or directs the preparation of correspondence, reports, and design documentation; provides leadership to the team in exploring alternatives and determining improvements to repairs and designs.
-Prepares and/or directs preparation of staff man-hour estimates and other budget estimates for expected work.
-Ensures that technical specifications and drawing support are readily available to support project, contracting and purchasing efforts.
-Supervises the O&M Engineering Group and establishes team goals; coordinates and approves leave schedules, conducts performance appraisals, communicates expectations for performance and conduct and holds employees responsible and accountable through various means including disciplinary measures; provides directional changes to the group as necessary, evaluates work procedures and assigns work according to priorities, schedules, and O&M needs, monitors and adjusts work schedules and work assignments to meet changing conditions.

Qualifications

Basic Education Requirement:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. **OR**
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
• Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
• Written Test-- Evidence of having succesfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
• Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
• Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Specialized Experience Requirements:
In addition to the basic education requirement, in order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - this information must be included in your resume.
For GS-13: One year of specialized experience equivalent to at least the next lower grade level GS-12 in the federal service. Specialized experience at this level is defined as experience in managing or performing working directly related to the operation and maintenance of hydropower facilities or related power facilities (i.e., coal-fired facility, nuclear facility), water control systems and associated facilities; experience applying engineering principles in construction, operation, or maintenance of civil works projects related to power and to the storage and conveyance of water such as canals, dams, pipelines, or tunnels; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising or leading operations for conformance with project plans; directing actual work operations, and maintaining appropriate contracts with the organization funding the project. These examples are not all inclusive.

If selected, the selectee will be required to provide official college transcripts to verify educational qualifications. An official transcript bears the University Seal and a signature certifying its authenticity and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Education

This position has a mandatory education requirement. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
