Duties
Acts as legal advisor to the IRS on the most difficult, important and complex professional and legal matters arising in the branch. Directs exhaustive and detailed research on some of the most complicated legal problems within the assigned program areas and directs preparation of recommendations as to the position to be taken by the Office of Chief Counsel and the Internal Revenue Service in connection with these matters. Directs the participation by the branch in conferences with representatives of other interested offices concerning projects.
Prepares or reviews proposed memoranda on various legal matters for submission to the Associate Chief Counsel (Procedure & Administration), the Deputies Chief Counsel and/or Chief Counsel, Treasury or the Department of Justice. Prepares or reviews materials for publication by the branch. Represents the Office in negotiations with taxpayers and in presentation to the IRS, Chief Counsel components or the public.
Manages the staff and work of the branch, which includes the following supervisory responsibilities:
- Oversees the distribution of work assignments to branch employees, establishing work priorities and deadlines;
- Monitors work in progress to ensure timely completion;
- Evaluates performance of subordinates;
- Gives advice, counsel or instruction on both work and administrative matters, and resolves and issues raised;
- Makes recommendations for promotions, awards or reassignments;
- Effects minor disciplinary measures such as warnings and reprimands. Recommends actions in more serious cases;
- Hears and resolves complaints from employees; refers more serious unresolved complaints to the Deputy Associate Chief Counsel or Associate Chief Counsel (Procedure & Administration), as appropriate.
Qualifications
To qualify for this position at the GS-15, applicants must have 1 year of specialized experience equivalent in scope and effect to the GS-14 level.
Specialized Experience: Comprehensive knowledge of other areas of the law and legal concepts particularly as they impact on the tax laws with the expertise in one or more of the following specialization areas: the procedural aspects of filing returns and paying taxes; assessment and collection of taxes (including interest and penalties); abating, crediting, or refunding over assessments or overpayments of tax; matters relating to disclosure, privacy and FOIA; matters relating to bankruptcy practice and procedure; matters relating to summonses and the gathering of information; and judicial practice and procedure.
You must meet the following requirements by the closing date of this announcement:
- A J.D. and/or LL.M from an ABA-accredited law school.
- Candidates must be admitted to practice law before the highest court of a state or territory of the United States; the District of Columbia; or the Commonwealth of Puerto Rico.
- Part-time work is considered on a prorated basis.
- The experience may have been gained in either the public or private sector.

Education
In addition:
Applicants must have 1 year of general legal experience plus 3 years of professional legal tax experience. An LL.M. degree in the field of the position (tax) may be substituted for one year of general legal experience listed above.
