About the role

Duties

If selected for this position, you will serve as a supervisor for a team of Financial Specialists at a large airport or hub-spoke operation for the Office of Security Operations (OSO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will report to the Assistant Federal Security Director - Mission Support (AFSD-MS) or another management official at the airport. You will perform a variety of financial management operations to support the TSA operations at the airport and spokes, to include budget formulation, execution and oversight, management of travel and acquisitions activities, and monitoring and ensuring compliance of budget and financial activities with all DHS/TSA policies and guidelines.

Duties include, but are not limited to:

  • Serving as a Subject Matter Expert (SME) and supervisor for projects involving complex business and financial management program activities and systems, including the interface of multiple financial disciplines, such as finance, accounting, budget, cost-analysis, and various management functions.
  • Providing authoritative policy interpretations on a wide range of financial management issues and developing solutions to critical financial management issues.
  • Obtaining the cooperation of multiple customers who may initially be reluctant or resistant to the reprogramming or transfers of funds among multiple large budgets needed to address critical emerging tactical and strategic funding priorities.
  • Providing advice, guidance, and supervision to junior specialists, professionals, and other appointed team members. Providing guidance to managers, employees, and external representatives to resolve problems not always susceptible to treatment by standard methods. Serving as a troubleshooter and data researcher for all budgetary and financial problems and issues.
  • Identifying and proposing solutions to complex problems where previous studies and established techniques require modification and adaptation. Independently reviewing policies and precedents in order to make recommendations for applying them to sensitive or controversial cases or problems.
  • Managing allocated resources (staff, budget, equipment, etc.) to accomplish work and objectives of the component, program, or project. Contributing to the planning process for budgetary, equipment/supplies, and human resources needs.
  • Preparing budget estimates and consolidating budget forecasts. Providing budget justifications by compiling, comparing, and correlating information about current and future programs. Submitting budget estimates to the Office of Security Operations (OSO) for approval. Providing accounting support to plan and organize work associated with financial management and fiscal program matters.
  • Tracking and maintaining financial reports to keep management full aware of expenditure types by airport (e.g., baggage screening costs, passenger screening costs, and overall administrative costs) and by month.
  • Conducting financial reconciliation and record auditing.
  • Maintaining oversight of the travel card program. Providing assistance to employees in the preparation of travel documents. Reviewing and certifying funds for travel. Auditing accounts using Federal Traveler software.

Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled. Such experience includes providing budget analysis, cost analysis, cost scheduling, and cost estimating of activities in order to monitor funding and ensuring budget requirements are met; providing financial management advice and guidance to management; and analyzing and evaluating reports to track and validate funding.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime
