Duties
You will:
- Provides overall day-to-day management and coordination of the Agency's Working Capital Fund (WCF).
- Manages the processes for developing procedures, guidelines, rate structures, cost studies and evaluation mechanisms for WCF overall operations.
- Provides periodic management reports to WCF Board members.
- Manages the development and formal issuance of WCF policies and operating procedures.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full time experience equivalent to the GS-14 level defined as analyzing and/or evaluating Working Capital Fund (WCF) operations; developing WCF policies and/or operating procedures.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:
- Knowledge of WCF operational objectives, plans and designs;
- Skill in analyzing WCF effectiveness;
- Skill in developing WCF guidance sufficient to manage program operations;
- Knowledge of cost accounting concepts, principles and practices;
- Skill in written communication;
- Skill in oral communication;
- Skill in the development of WCF policies;
- Skill in the development of WCF operating procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
