About the role
Duties
- Provides leadership and guidance to Centralized Planning Program; develops functional processes to achieve department objectives; makes recommendations on ways to increase work efficiency, consistency, and provides more effective business practices used to complete work.
- Prepares documents, business practices, memoranda of instructions, and similar documents pertaining to the centralized job planning program.
- Develops, monitors and makes appropriate adjustments to budgets for the Centralized Job Planning Group.
- Provides leadership and guidance to the Apprenticeship Program and ensures that adequate resources are available; ensures the Apprentice Program is producing well qualified, journeyman-level crafts at a rate sufficient to meet the future needs of Grand Coulee Power Office based on expected maintenance and project activity levels.
- Responsible for the supervision of approximately 34 employees; accountable and responsible for assigning work, evaluating performance, recommending and executing personnel actions, approving leave and other similar supervisory duties; provides technical support and guidance to subordinate employees; develops and implements a robust training program that produces highly skilled Planners and other subordinate employees.
Qualifications
Specialized Experience Requirements:

For GS-13: One year of specialized experience equivalent to at least the next lower grade level GS-12 in the federal service. Specialized experience at this level is defined as experience in developing and executing successful asset management/maintenance management programs, a strong familiarity with computerized maintenance management systems, developing process control methods and other similar skill sets that promote to the development of a maintenance planning department. Experience in producing thoroughly-developed job plans and with Maximo or Maximo-based maintenance programs. Other experience may have involved exposure to apprenticeship programs.
