About the role

Duties
This position is in the division of Visitor Protection and Resource Management and has direct responsibility for public safety, officer safety and resource protection for all areas within Rocky Mountain National Park. This position directly supervises a permanent and seasonal staff of dispatchers. As a supervisor, this position designs and implements new employee training programs, distributes workload amongst the staff and evaluates the work of dispatch employees.
This position performs emergency service dispatcher duties such as determining the priority of response to 9-1-1 calls by initiating responses of law enforcement, emergency medical, fire or search and rescue personnel. This position operates a computerized radio telecommunication console system controlling multiple radios, telephones and a computerized logging system. This position also operates law enforcement computer systems and related software programs such as the National Crime Information Center (NCIC), the National Law Enforcement Telecommunication System (NLETS) and an emergency medical dispatch system. Effective communication skills are paramount to success in this position as dispatchers must maintain composure, perform effectively, and make sound decisions during stressful situations.

Physical Demands
Incumbent must function efficiently in a limited workspace for extended periods, at times with no breaks and no opportunity to leave the confines of the Dispatch Center. During periods of heavy incident activity, 10 to 14 hour days are common, and at times the intensity of the current activity demands consecutive days without time off to rest and recuperate. Incumbent is subject to varied work hours including day, swing and graveyard shifts on a rotational basis, weekends and federal holidays. Incumbent must commonly adjust to rapidly changing situations while responding to simultaneous requests via multiple radio frequencies and numerous telephone lines. Frequent interruptions and outside demands detract from the intense concentration required to make rapid, accurate decisions, and coordinate numerous activities simultaneously.

Work Environment
Work is performed primarily in the dispatch center where control and direction must be maintained during emergency situations. Work is normally performed in a specialized office setting. Radios are continuously monitored and telephones can constantly ring, resulting in frequent periods of excessive and constant noise. Demands by internal and external customers during peak incident loads will be demanding. This creates a potentially hectic and stressful work environment. Incumbent must be able to concentrate on work projects amidst noise, interruptions and the movements of others. Some exposure to hazards occurs in flying and field trips required by the job.

Qualifications
All qualifications must be met by the closing date of this announcement, Thursday, June 08, 2017. Qualifying experience may be obtained in the private or public sectors.
Qualifications: To be eligible for this position, you must possess the qualifying specialized experience as described in the occupational/assessment questionnaire and as outlined below.
Qualifying based on Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the federal service. Specialized experience demonstrates the knowledge, skills and abilities to successfully perform the duties of this position. Examples of qualifying specialized experience include, but are not limited to the following: supervise or lead a staff to include designing and implementing new employee training programs, distributing workload and evaluating the work of employees. Perform emergency service dispatcher duties such as determining the priority of response to 9-1-1 calls by initiating responses of law enforcement, emergency medical, fire or search and rescue personnel. Operate a computerized radio telecommunication console system controlling multiple radios, telephones and a computerized logging system. Operate law enforcement computer systems and related software programs such as the National Crime Information Center (NCIC), the National Law Enforcement Telecommunication System (NLETS) and an emergency medical dispatch system (EMD). Relay instructions for emergency medical treatment callers pending arrival of emergency services personnel. Efficiently and accurately perform dispatcher tasks while maintaining composure in stressful situations.

Time-in-Grade Requirements: Time-in-grade requirements must be met by the closing date of this announcement. This requires applicants who have held a GS position at any time within the past 52 weeks to have served at least 52 weeks at the next lower grade level in the normal line of progression for this occupation.
