Duties
As the Special-Agent-in-Charge for the Atlanta or Chicago Field Office, you will:
- Supervise subordinate criminal investigators, technical specialists, and support staff at grades ranging from GS-5 to GS-14, who are co-located or are in geographically dispersed offices.
- Plan, direct, coordinate, develop, and manage the Atlanta Field Office program operations, and projects pursuant to Federal statutes and OIG policies on all aspects of criminal, civil, administrative, and other types of investigations within the organization's scope of responsibility.
- Analyze complaints and requests for investigations in order to prioritize initiatives and scope of assignments based on factors such as jurisdiction, mission impact, and resources.
- Provide expert OIG investigative policy guidance and assistance in solving unique or extremely difficult policy issues. Develop and establish uniform protocols, technical procedures, technical standards, and related policies.
- Prepare reports to: (1) identify trends (2) design a strategy for effectively and efficiently implementing detection strategies via investigative plans, and (3) assess and report on their effectiveness, (4) support criminal and/or civil prosecution and/or administrative action.
- Through coordination, liaison, and personal contacts, develop relationships with law enforcement within and outside of the EPA, with the goal of fostering cooperation and mutual assistance, as well as methods for developing investigations leading to identifying offenders within the jurisdiction of program scope of responsibility, and to ensure investigative continuity and coordination on matters of mutual interest.
Qualifications
We are looking for at least one year of specialized experience related to this position. Your resume must clearly show that your experience meets the full intent of the specialized experience for this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full time experience defined as: planning, conducting and managing criminal, civil, administrative, and other types of investigations, working to ensure that all cases are accomplished in a timely, logical manner, and adhere to all legal and administrative guidelines; leading daily operation of the field office investigations, including planning, directing, reviewing, and coordination; and provide expert technical advice, guidance and recommendations to other subordinate agents during the investigation and subsequent prosecution of investigations.
To qualify for the GS-15 level, you need to have at least one year of full time experience defined as: leading criminal, civil, administrative, or other types of investigations to include setting priorities, assigning work, evaluating outcomes, and making recommendations on resource requirements. Investigations led must also include performance of the following criminal investigative activities: (1) identifying types of evidence required to prove criminal violations; (2) recognizing and exploring leads; (3) evaluating evidence involving financial data; (4) writing reports of investigations and court testimony; (5) making arrests (6) processing evidence, search warrants, and subpoenas; and (7) testifying in court.
NOTE: We do not require a separate statement responding to the competencies, also referred to as Knowledge, Skills and Abilities (KSAs). However, your resume must clearly show possession of these KSAs.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:
- Ability to supervise a criminal investigative organization responsible for broad, emerging, large-scale and/or multi-jurisdictional specialized investigations.
- Knowledge of criminal investigative techniques, rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related issues in the conduct of criminal investigations sufficient to develop protocols and prepare technical and strategic reports.
- Ability to communicate using skillful techniques in approaching individuals or groups to obtain the desired effect, such as gaining compliance with established policies and regulations by persuasion or negotiation; gaining information by establishing rapport with a suspicious informant; providing advice and guidance on investigative programs; building liaisons within the law enforcement community; or presenting cases for prosecution and testifying in criminal proceedings.
