About the role

Duties

As a SUPERVISORY CONTRACT SPECIALIST, you will:

  • Provide management and technical supervision for a team of Procurement Analysts responsible for reviewing contract actions to ensure they comply with regulations, policies and procedures.
  • Oversee internal audit functions, responds to external audits, and identifies corrective action necessary based on findings and trends of audits and reviews.
  • Support the development and refinement of DHS and USCIS policy, procedures, templates, samples and process improvements.
  • Provide training and support to the acquisition workforce on policy changes or topics of interest which includes overseeing the acquisition workforce training and development needs ensuring competencies and certifications are obtained and maintained.

Qualifications

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Planning and carrying our pre-award and post-award procurement actions.
  • Applying frequent changes in acquisition policies and regulations to meet mission success
  • Developing procurement policies for use by other contracting personnel in solving procurement problems
  • Making decisions or recommendations on the content and management of complex procurement programs.

Education

This position has a Basic Education Requirement:

  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
    Note: Transcripts are required at the time of application to verify the above education requirement.

AND

  • Completion of mandatory training for progression to a higher level contract position such as Federal Acquisition Certification issued by the Federal Acquisition Institute (FAI) or equivalent no lower than Level 3.
