Duties
NOTE: If the position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without further competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level.
NOTE: This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a trial period before their appointment becomes final. Those who do not satisfactorily complete the trial period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
SUMMARY OF DUTIES: Responsible for serving as the line official in charge of the daily operations and special projects of Indian Affairs assigned at the Agency that include Indian Trust responsibility, Indian Services and Administration:
Works with the Regional Office in the development of current and long range plans necessary for executing and coordinating the various Agency and Regional programs consisting of Natural Resources, Realty, Tribal Government, Self-Determination, Environmental, Housing Improvement, Transportation, Forestry/Fire.
Directs an on-going effort to promote the economic, social, educational, and health needs of the Indian people.
Meets with the Tribal Chairman and President as well as their respective Tribal Council and Board/Committees periodically and at special meetings, affecting a close working relationship conducive to attaining objectives.
Prepares reports relative to the situation of Tribes with respect to socio-economic conditions, status of condition of Indian natural resources, and other similar matters.
Directs the planning, coordination, and execution of all activities pertinent to the tenure and management of real estate under the jurisdiction of the Agency.
Coordinates requirements under Public Law 93-638, as amended, the Indian Self Determination and Education Assistance Act, and makes recommendations on all grants/contracts applications.
Directs preparation, reviews, and/or approves budgets for use of funds derived from the harvesting of Indian trust forestry products and withdrawal of funds.
Serves on the Region-wide team for workforce planning and ensuring implementation and execution within daily duties for the Region/Agency, including hiring.
Directs the work of Agency employees of various grades and programs.
Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0340).
GS-14: I have at least 1 year of specialized experience equivalent to at least the GS-13 grade level in the organization, mission, and objectives of BIA to carry out the management function as a Superintendent; public laws, rules and regulations requirements, court rulings, relative to Indian affairs; Indian tribal trust resources and other Indian resources; Natural Resources; to comply with performance goals and to assess the progress toward attainment of those goals; to supervise, monitor and regulate employees in their performance of assigned or delegated tasks; and interpersonal skills.
GS-13: I have at least 1 year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which involved serving as the line official in charge of the daily operations and special projects of an Agency including coordinating various Agency programs; providing expert counsel to agency management and professionals on a wide variety of social economic and political questions and problems pertaining to Trust and Indian Services for American Indians; and knowledge of the Bureau mission, organization, functions, goals, and objectives to carry out the management function as a Superintendent.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust responsibilities and programs was not performed, will not be qualifying.
Education

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
