Duties
The purpose of this position is to serve as a Staff Accountant with responsibility for planning, coordinating, and performing comprehensive quality assurance reviews, special studies, and selective internal examinations of base level accounting and financial management programs. Work involves preparing, analyzing, interpreting, presenting, and advising on accounting and financial data. The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions. The work requires a professional knowledge of accounting theories, principles, and practices. Duties performed are in support of state and Federal ANG operations, training, and readiness missions.
Qualifications
BASIC QUALIFICATION REQUIREMENTS: The basic qualification requirements are indicated below. These qualification requirements must be met, in addition to any military requirements, in order to be found qualified for and selected to this position.
GENERAL EXPERIENCE:
Do you possess the following minimum requirement:
- Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.

Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:
(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and
(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
SPECIALIZED EXPERIENCE: (Please prepare written justification to the following KSAs as an attachment to your resume/application):

Skill in applying this knowledge to conduct on-site reviews designed to identify policy, procedural, and situational weaknesses and strengths of each functional area; and to modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems within FM.

Knowledge of applicable laws, policies, and regulations and internal control programs to ensure that review coverage is appropriate in meeting established objectives.

Knowledge of ANG and state financial management objectives, missions, policies and systems, and their relationship with national and local organizational elements, to advise the FM on a wide range of financial management issues is required.

Knowledge to independently plan and conduct functional area reviews and the ability to gather, organize, consolidate, analyze accounting data, and separate essential from non-essential information.
QUALITY AND TYPE OF EXPERIENCE: The required amount of experience/education will not in itself be accepted as proof of qualification. The quality, type and scope of the experience/education must be of such nature as to demonstrate that applicants are fully qualified to perform the duties at the level for which they apply.
DOCUMENTATION: Applicants must explain in detail, in the application, how the specialized experience was acquired, including applicable dates. Applicants should include, with application, any training completion certificates/transcripts in the areas covered in the KSAs.
MILITARY COMPATIBILITY: Individual selected must be assigned, prior to appointment, to a compatible Duty Air Force Specialty Code of: 6F0X1.
Education
EDUCATION SUBSTITUTE: Military education, related to the position, may be substituted for specialized experience on a day-for-day basis for qualification at the GS-07 or GS-09 level(s). Certificates/diplomas must be submitted with application for award of credit. Civilian education, above the high school level, may be substituted for specialized experience on a case-by-case basis. Transcripts or equivalent must be submitted for award of credit.
