Space Systems Specialist

Duties

Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee’s civilian assignments will consist of the following duties:

1. Advise commander on matters of organization, resources, training and personnel development, policy and regulation, and/or various systems engineering, project management, and direction for all technical support activities in the operations of space system (ground command and control interfaces and satellite(s) including interfacing with other agencies as well as providing expert technical advice to senior leaders and functional managers in the maintenance, operation, and training related to complex systems and equipment.

2. Operates the unit assigned weapon system(s) as crew commander or lead operation providing space-based combat effects in support of Department of Defense, other US Government agencies, and civilian partners.

3. Weapon System(s) Subject Matter Expert (SME), Mission Planning, Instructor and/or Evaluator, and Staff Duties.

4. Performs Supervisory personnel management responsibilities.

Qualifications

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include space weapons system operations; mission operations, development of Tactics Techniques and Procedures (TTPs) for system employment, system maintenance (including preventative maintenance, repairs and upgrades), recommendation of system configuration changes, standardization and training matters pertaining to weapon system operations, force presentation for deployed system assets and personnel, simulator training, and inputs to the formal personnel training program unit.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of a variety of mission assurance and operational requirements to include knowledge of: cyber system operations, space system operations, satellite communications, and threats to DoD use of those systems.

2. Comprehensive knowledge of all skill in the application of space operations expertise in multiple aspects of space weapon system employment, training plans/programs, and capability to serve as a crewmember.

3. Knowledge of the capabilities, limitations and techniques for employment of various unit-assigned weapons system(s) and ability to integrate with knowledge of Department of Defense missions, military command structure, civilian partner structures, space weapon system program, and organizational relationships, as well as, related laws, directives, technical concepts and technical information.

4. Knowledge of and ability to formulate plans and courses of action pertaining to space system weapon system operation to include: general space operations, command center communications, intelligence procedures/current operations, orbital safety and the relationships of the various Air Force Reserve, other MAJCOM, Air force and Joint entities in overall planning and execution of military space operations and evaluations to include performance in at least one operational area (Space Situational Awareness, Command and Control, Space Protection, Space Intelligence, Surveillance & Reconnaissance, Missile Warning/Defense, MILSATCOM, Space Position, Navigation & Timing, space Testing, Training Tactics & Exercises, AF Satellite Control Network Operations or Space Launch).

5. Knowledge of a variety of job specialties found in the space/cyber systems engineering, management, and testing workforces and the ability to understand the interactions which take place between those specialties in the accomplishment of space/cyber systems engineering, testing and operational tasks.

6. Ability to define, develop, institute, analyze, plan, and adjust work for operations and programs of one or more organizational segments to meet program requirements and objectives within available resources negotiating effectively with outside agencies and military units to accept and implement recommendations, where proposals involve substantial resources, require extensive changes in established concepts and procedures.

7. Ability to tactfully communicate effectively both orally and in writing developing and presenting highly technical weapon system operational concepts and complex results that may be controversial on behalf of the Space Weapon System commander; negotiates complex issues; and maintains good working relationships.

8. Ability to resolve complex issues through planning, organizing and directing team studies for weapon system operations to deliver space bases effects and system upgrades/modernization, while maintain good working relations.

9. Ability to apply quantitative techniques and develop, adapt, modify and apply test and training methodologies to solve problems or define and clarify alternative management solutions.

10. Ability to plan, organize, and direct a small to medium sized organization to include providing technical advice to senior leadership and maintenance technicians and contractors.

11. Ability to isolate causes of problems between hardware and software programs, measure system performance and/or extend operating system capabilities.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
