Duties
As a SEXUAL ASSAULT RESPONSE COORDINATOR, GS-0301-12, you wil:
- Manages and implements the Sexual Assault Prevention and Response Program and the Domestic Abuse/Violence Prevention Program.
- Serves as principal advisor to the Adjutant General (TAG) with responsibility for understanding and implementing Department of Defense (DoD), Army, Air Force, National Guard Bureau (NGB), Army National Guard (ARNG) and ANG policies and guidance.
- Reviews Sexual Assault and Domestic Abuse/Violence policies and programs to determine barriers, if any, and advises the Adjutant General relative to their impact on National Guard policy to overcome high risk areas and potential offender behaviors; and recommends changes or new actions to TAG, Chief of Staff, and Human Resources Officer.
- Provides and informs the victim about available reporting options and benefits and/or limitations.
- Inputs and updates the Defense Sexual Assault Incident Database (DSAID). Inputs and updates sexual assault case data for reports of sexual assaults from Title 32 Soldiers and/or Airmen for statistical trends analysis and reporting to NGB for inclusion in the DoD Annual Report to Congress.
- Manages the overall sexual assault reporting process and documentation for the state populations of ARNG and in coordination with the ANG SARC.
- Conducts annual refresher SAPR Program training for all assigned Brigade/Wing SARCs and all Battalion/Wing VAs within the state and tracks mandated hours of DoD bi-annual refresher training for all victim advocates.
- Serves as the state representative to the Regional SAPR Advisory Committee (SAPRAC) to include attendance at related training courses, conferences, and meetings.
- JFHQ/SARCs must maintain accurate accountability of all SAPR/SHARP funds (0100, 2060, 2065).Receives General Financial Enterprise Business System (GFEBS), STANFIN, Fiscal Law, National Guard Budgetary Management, Contracting Officer Representative (COR), and Government Purchase Card (GPC) training, to ensure all funds are executed in accordance with NGBs annual budgetary guidance for funds.
- Performs other duties as assigned.
Qualifications
GENERAL EXPERIENCE: Applicant must practical knowledge of family programs, military community services, victim advocacy and/or associated functional areas. Must demonstrate knowledge of government, departmental, or other sexual assault, domestic abuse, victim advocacy reporting options, directives, regulations, and/or implementing guidance.
SPECIALIZED EXPERIENCE**:** To qualify for the GS-12 SARC position, must have at least 12 months military and/or civilian specialized working experiences, education, or training that resulted in competent and expert knowledge of the SAPR program's principles and practices.
Must have experiences in completing SAPR procedures in regard to understanding the physical and/or psychological trauma of sexual assault and the investigative and legal aspects of adult military sexual assault. Knowledgeable of military organizations, mission impacts, military life-styles, civilian resources, and traumatic situations that may contribute to individual and interpersonal stress, working environment problems, or crisis. Experienced in managing or responding to crisis intervention for sexual assaults. Capable of professionally expressing oneself orally and in-writing; experiences included interacting with diversified groups, individuals, and organizations. Experienced in developing, executing, and maintaining effective professional relationships; and, skilled in identifying potential problems and initiating problem-solving techniques. Experienced and competent in presenting formal and informal program briefings to senior leaders. Skilled in preparing written technical reports, briefings, and training plans for all levels of leadership that include data charts, training progress and coverage, with gap analysis reviews. Competent to instruct and facilitate the training of Sexual Assault Prevention and Response (SAPR) programs. Skilled in performing and managing the administrative duties and tasks of the SAPR programs. Competent in developing specialized training materials with the ability to deliver effective interactive trainings. Experienced and knowledgeable in the sexual assault and domestic abuse prevention policies, regulations, and statutory requirements in the military or civilian sectors. Experienced in completing statistical trends analysis and reporting to NGB. Meets Tier 2 screening requirements to be granted access to the Defense Sexual Assault Incident Database (DSAID), or similar data-bases, and the rules for documenting cases within prescribed time frames and is competent in understanding DSAID; or, similar data-bases, and is able to meet the rules for documenting cases within prescribed time frames. Experienced in maintaining confidentiality, and processing restricted or unrestricted sexual assault medical Line of Duty (LOD) documentation. Experienced in conducting DoD Survivor Experience Surveys for submission to DoD that provides an assessment of the National Guard SAPR Program success for feedback on victim/survivor care. Experienced in screening, interviewing, training, and monitoring appointed or volunteer collateral duty Victim Advocates.
Because of the potential for legal or professional conflicts of interest, certain military occupational specialties cannot serve as SARCs or SAPR VAs. These military positions' professional duties for sexual assault response conflict with the duties required of the SARCs and SAPR VAs.
- Chaplains and chaplain assistants are NOT appointed as the SARC or SAPR VA technicians because they have privileged communication granted in the Chaplain Program.
- Law enforcement personnel are NOT appointed as SARC or SAPR VA technicians because they have confidential limits in their roles to seek and document the truth of the crime.
- Judge advocates and paralegals are NOT appointed as SARC or SAPR VA technicians because their legal responsibilities conflict with SARC or SAPR VA duties and may involve prosecution or defense of alleged offenders.
- Commanders are NOT appointed as SARC or SAPR VA technicians because their command responsibilities include focus on assessing the facts, functions, and accountability for both the offender and the victim; and, these command duties conflict with the SARC or SAPR VA duties that are focused only on providing support and resources to sexual assault victims.
- Medical and Mental Health Providers are NOT appointed as SARC or SAPR VA technicians because their clinical roles and medical treatment work may require contact with a sexual assault victim; and, their clinical roles and their medical treatment duties and responsibilities directly conflict with the SARC or SAPR VA work requirements.
Within 60 days of appointment to a Position of Trust and Moderate Risk, must have a favorable completion and awarding of a Tier 2 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a Sexual Assault Response Coordinator (SARC); or, as a Victim Advocate Coordinator (SAPR VA).
Within 60 days of appointment as a SARC or SAPR VA Title 32 Technician, the qualified applicant must successfully complete the HQ ARNG and the HQ ANG SARC and/or SAPR VA initial 80-hour D-SAACP training course, which is approved and evaluated to meet the D-SAACP requirements.
Within 120 days of appointment, if not previously D-SAACP certified, once appointed as a SARC or SAPR VA, and AFTER the employee completes the 80 hour course program, the employee must submit the DD Form 2950, "Department of Defense Sexual Assault Advocate Certification Program Application Packet," that includes the D-SAACP training certificate and the favorable Security Clearance Tier 2 Background results, the employee must be awarded the D-SAACP certification.
In accordance with DoDI 6495.03, Defense Sexual Assault Advocate Certification Program (D-SAACP), September 2015, an applicant for a SARC -or- a SAPR VA technician position is NOT qualified for hire appointment if he or she has a qualifying conviction for a sexual assault crime and/or is registered as a sex offender.
Education
EDUCATION REQUIREMENTS:
Qualified applicants must have specific course work that meets the requirements for a major in a particular field; for example, psychology, social sciences, human resources, or education and, have at least 24 semester hours of college course work in the social sciences.
- ARNG Officer: ARNG Second and First Lieutenants must be actively pursuing an undergraduate degree with at least 90 validated credit hours in one of the studies as cited in the education requirements paragraph. For ARNG Captain and above, must have an undergraduate degree from an accredited college/university that included studies in one of the program disciplines as cited in the education requirements paragraph.
- ANG Officers: Must have an undergraduate degree from an accredited college/university that included studies in one of the program disciplines as cited in the education requirements paragraph.
- ARNG Warrant Officers: Must have an undergraduate degree from an accredited college/university; from accredited civilian academic colleges; or, from equivalent professional military education schools, that included studies in one of the program disciplines as cited in the general education requirements paragraph.
- ARNG Enlisted: Must have an undergraduate degree from an accredited college/university; from accredited civilian academic colleges; or, from equivalent professional military education schools, that included studies in one of the program disciplines as cited in the general education requirements paragraph.
- ANG Enlisted: Must have an undergraduate degree from an accredited college/university; from accredited civilian academic colleges; or, from equivalent professional military education schools, that included studies in one of the program disciplines as cited in the general education requirements paragraph.
