About the role

JOB DESCRIPTION: SENIOR PROJECT MANAGER APAC

Location: Phnom Penh, Cambodia - Geographical Coverage: APAC Region

Main Responsibilities The Project Manager is responsible for the management, development, and delivery of projects across the APAC region. The role combines technical responsibilities, including billable technical production, with commercial and operational duties, while ensuring project profitability, performance, and quality.

Technical Production & Billable Services

  • Car ry out technical assignments as an expert in their field, including studies, supervision, and technical assistance.
  • Contribute to the preparation of deliverables in accordance with contractual requirements.
  • Coordinate the involvement of internal and external experts and ensure technical consistency across multidisciplinary projects.
  • Contribute to the optimisation of proposed solutions in order to improve the technical and financial performance of projects.

Project Management & Operational Supervision

  • Manage project implementation in accordance with agreed schedules, budgets, and contractual requirements.
  • Coordinate internal and external teams, including engineers, consultants, and local experts.
  • Monitor the financial, contractual, and administrative aspects of projects, including invoicing, budgets, and reporting.
  • Ensure compliance with local, international, and internal standards relating to quality, health and safety, environment, and ethics.
  • Organise and lead progress meetings with clients, funding agencies, and partners.
  • Supervise the planning and implementation of field assignments, including mobilisation, logistics, and the production of deliverables.

Business Development & Tender Preparation

  • Actively contribute to the preparation of technical and financial proposals, including methodologies, budgets, and expert mobilisation plans.
  • Identify new business opportunities aligned with regional priorities.
  • Contribute to the continuous improvement of tools and strategies used for international tender preparation.
  • Ensure that project references and lessons learned are regularly updated, with the aim of supporting continuous improvement and strengthening competitiveness.

Profile Required Education and Experience

  • Master degree in water, wastewater, environmental engineering, civil engineering, infrastructure, or a related field.
  • Minimum 10 years of professional experience in engineering consultancy, including experience in project management.
  • Confirmed technical expertise in at least one of the following sectors: water supply, wastewater, environment, urban infrastructure, climate resilience, or transport.
  • Experience in international projects, preferably financed by institutions such as the World Bank, Asian Development Bank, AFD, KfW, European Union, or European Investment Bank.
  • Good understanding of consultancy contracts, donor procedures, and the delivery of international engineering projects.
  • Experience in preparing technical and financial proposals would be an advantage.

Languages and Tools

  • Excellent command of English, both written and spoken.
  • French would be an advantage.
  • Knowledge of Khmer or another Asian language would be an asset.
  • Good command of Microsoft Office, particularly Excel, Word, and PowerPoint.
  • Familiarity with project-planning or project-management tools would be an advantage.
