About the role

Duties

The incumbent will serve as a Senior Human Resources Specialist specializing in Recruitment and Placement within Department of Veterans Affairs, Veterans Health Administration. This position is located in the Strategic Recruitment and T38 Program, Workforce Management, VHA Office of Community Care. The duties and responsibilities include, but are not limited to, the following:

  • Provide technical advisory services on recruitment and placement actions covered under Title 5, Title 38, and Title 38 Hybrid positions.

  • Provide consultative services involving recruitment strategies, incentives, hiring flexibilities, competitive and non-competitive appointments, merit promotion, pay setting, and incentive programs.

  • Serves as subject matter expert on recruitment, relocation, and retention incentive program for WFM.

  • Facilitates staff and customer training, monitors regulatory compliance, and provides process oversight.

  • Formulates proactive recruitment strategies through the use of various vacancy forecasting tools and analysis.

  • Coordinates and executes plans to initiate and maintain a highly visible recruitment program to stimulate interest and attract highly qualified applicants for a variety of mission critical, hard-to-fill occupations.

  • Utilizes a high degree of skill and professionalism in making personal contacts and in dealing with representatives of medical/health organizations, hospitals, educational institutions, professional and trade associations, public employment services and other activities necessary to develop a viable recruitment sources and to attract highly qualified applicants.

  • Routinely addresses issues of moderate difficulty requiring interpretation and adaptation of regulations and guidelines and/or the impact of the advice has national impact.

  • Performs thorough analysis of operating procedures and mission requirements to accurately identify issues and to devise feasible and long-term solutions.

  • Continually evaluates the strategic recruitment program to identify issues/problems, develop workable solutions, and implement comprehensive improvement plans to satisfy established goals and objectives.

  • Gathers and correlates a body of quantitative and qualitative information for application to varied organizational recruitment issues.

  • Prepares necessary documentation in the General Schedule classification and job grading systems.

  • Provides accurate resource information for program options.

Work Schedule: Monday - Friday; 40 hrs./week; Tour of Duty will be set between the hours of 7:00 am - 5:00 pm.

Qualifications

TIME-IN-GRADE RESTRICTION GS-12: Applicants who are current Federal employees and have held a GS grade position any time within the past 52 weeks must meet the time-in-grade requirements (a minimum of 52 weeks in positions no lower than GS-11).

Specialized Experience GS-12 level: Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience include:

  • Provides agency management and HR personnel with subject matter expertise and interpretation of Title 5, Title 38 and 38 Hybrid federal human resources policies, procedures, and guidelines when there is controversy or more than one area of HR policy is involved.

  • Mentors junior staff by providing advice related to accurate interpretation of Title 5, Title 38 and 38 Hybrid federal civilian staffing and placement regulations, laws, and guidelines for specific cases or the applicability of precedent cases.

  • Adapts quickly to changing priorities and demonstrates the ability to handle multiple tasks simultaneously to ensure time-sensitive work of the unit is accomplished on time regardless of delays.

  • Develops and posts strategic vacancy announcements through working with managers to develop recruitment strategies specific to the needs of the organization using various recruitment and relocation incentives.

  • Responsible for oversight and continuity of timely and efficient resolution of customer issues relating to the execution of Title 5 recruitment and placement.

Physical Requirements for Position: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
