ACTED's strategy targets vulnerable communities affected by natural and conflict-related disasters, as well as a lack of socio-economic development. 1. General Objective
The Senior Finance Officer is responsible for ensuring sound financial management and accurate accounting at the area level, in accordance with Acted Pakistan's financial policies, procedures, internal controls, and applicable donor requirements. The position supports the Area and Country Finance teams by maintaining accurate financial records, monitoring budgets and expenditures, ensuring timely submission of financial documentation, and providing a clear and reliable overview of the area's financial situation.
- General Responsibilities
The Senior Finance Officer is accountable for ensuring the accurate, complete, timely, and transparent accounting and financial management of the assigned area. The position will:
- Ensure compliance with Acted financial policies, procedures, and internal controls.
- Maintain accurate and up-to-date financial and accounting records.
- Ensure timely submission of all required accounting and supporting documents to the Country Office.
- Monitor the area's financial position and provide relevant information and analysis to management.
- Support the Country Finance team in ensuring effective financial planning, reporting, and budget monitoring.
- Maintain confidentiality and integrity of financial information.
- Key Responsibilities
- Budget Control & Financial Management
The Senior Finance Officer will:
- Be accountable for the accurate accounting and financial management of the assigned area.
- Follow up on the implementation of Acted Pakistan's financial and accounting procedures.
- Monitor project budgets, expenditures, commitments, and available balances.
- Ensure expenditures are properly coded, supported, authorized, and allocated to the relevant project/budget line.
- Ensure timely and accurate submission of financial documents and reports to the Country Office.
- Maintain an effective flow of financial and accounting information between the Area Office and Country Finance.
- Monitor and report on cash position, cash requirements, and cash requests.
- Support analysis of project expenditures, running costs, and budget utilization.
- Identify financial risks, discrepancies, or unusual expenditures and promptly communicate them to the relevant supervisor.
- Support project teams in understanding budget availability and financial requirements.
- Ensure financial records are maintained and readily available for internal and external reviews or audits.
- Cost Control & Resource Management
The Senior Finance Officer will:
- Ensure that available financial resources are appropriately allocated to the relevant projects and activities.
- Monitor area running costs and ensure they remain within approved budgets and applicable Acted standards.
- Review expenditures against approved budgets and identify potential overspending or underspending.
- Ensure that non-allocated resources or costs are not charged to projects without the required authorization.
- Promote cost efficiency and value for money in area-level expenditures.
- Verify that expenses are reasonable, necessary, properly supported, and in line with approved procedures.
- Coordinate with relevant departments to address cost-control issues and prevent financial irregularities.
- Coordination with Other Departments
The Senior Finance Officer will:
- Coordinate closely with other FLAT departments at the area level, including Finance, Logistics, Administration, and HR.
- Coordinate with Programme and Project teams to understand and respond to their financial requirements.
- Provide financial guidance and support to programme staff regarding budget availability, expenditure procedures, and financial documentation.
- Coordinate with Logistics and Administration on procurement and payment documentation to ensure completeness and compliance.
- Coordinate with HR on staff allocation, payroll information, and project charging.
- Ensure procurement and payment documentation is complete, properly authorized, and available for financial records.
- Support reconciliation of staff-related financial information and payroll allocations.
- Participate in area-level coordination meetings where financial matters are discussed.
- Cash & Financial Documentation
The Senior Finance Officer will:
- Monitor area cash requirements and support timely cash requests.
- Maintain proper records of cash movements and financial transactions.
- Ensure that cash-related transactions are properly documented and reconciled.
- Conduct or support regular cash counts and reconciliations as required.
- Ensure all financial documents are properly filed and securely maintained.
- Follow up on outstanding financial documentation and ensure timely submission to the Country Office.
- Immediately report any discrepancy, loss, suspected fraud, or financial irregularity through the appropriate reporting channels.
- Compliance, Internal Control & Audit Support
The Senior Finance Officer will:
- Ensure compliance with Acted's financial procedures and delegated authorities.
- Apply appropriate financial controls to minimize the risk of errors, fraud, misuse, or unauthorized expenditure.
- Support internal and external audits by providing accurate and complete financial documentation.
- Follow up on audit findings and corrective actions relevant to the area.
- Ensure that financial transactions are supported by appropriate documentation and approvals.
- Maintain a high level of financial integrity, transparency, and accountability.
- Reporting & Communication
The Senior Finance Officer will:
- Provide regular financial updates to the Country Finance team and Area Management.
- Prepare financial analysis and information as required.
- Highlight budgetary risks, financial gaps, and operational concerns in a timely manner.
- Ensure accurate and timely communication regarding cash requirements, expenditures, budget utilization, and financial documentation.
- Maintain effective communication with the Country Office and relevant area-level departments.
- Accountability to Communities and Beneficiaries
The Senior Finance Officer is responsible for ensuring that all relations with communities, beneficiaries, partners, vendors, and other stakeholders are conducted in a respectful, professional, transparent, and consultative manner. Due attention must be paid to ensuring that communities are adequately informed, where relevant, about Acted's programme objectives, activities, beneficiary selection criteria, and methodologies.
