Senior Director of Community Outreach, OSE

About This Role

This senior leadership position is responsible for planning, developing, implementing, and evaluating citywide outreach initiatives to increase awareness, access, participation, and equity in New York City Public Schools (NYCPS) admissions and enrollment processes, with a particular focus on early childhood admissions. The Senior Director will lead research into outreach effectiveness, identify participation barriers, develop evidence-based engagement strategies, and oversee teams conducting community outreach, phone banking, stakeholder engagement, and field-based enrollment support activities. The role involves providing leadership and direction to staff and consultants engaged in outreach efforts across New York City and serving as a key advisor on enrollment participation, family engagement, and access strategies.

Responsibilities

• Plan, develop, and direct research activities related to family awareness, participation, and engagement in admissions and enrollment processes
• Establish a citywide outreach research agenda focused on improving access to early childhood admissions programs and reducing disparities in participation across communities
• Direct studies designed to identify barriers to enrollment, evaluate outreach effectiveness, and assess family engagement strategies
• Select and approve research methodologies, evaluation frameworks, and data collection approaches used to assess outreach initiatives
• Review findings from research and evaluation activities and develop strategic recommendations for outreach and enrollment policy improvements
• Use quantitative and qualitative data to identify underserved populations and target outreach efforts where they will have the greatest impact
• Produce reports, presentations, and briefing materials for senior leadership regarding enrollment participation trends and outreach outcomes
• Direct and participate in studies concerning enrollment access, family engagement, and participation

About the Company

The Office of Student Enrollment (OSE) manages admissions, enrollment, and transfers for students in New York City Public Schools (NYCPS) Early Childhood programs, 2-K through grade 12, including District 75 schools. The office oversees 11 Family Welcome Centers and a call center, which are family-facing offices that conduct enrollment transactions and provide community-based support to families. OSE also oversees the Office of Home Schooling, which supports families who choose to homeschool and ensures compliance with New York State education requirements. OSE designs and implements enrollment and admissions policies and processes that provide all students with access to high-quality public schools. OSE also has teams dedicated to supporting the most vulnerable students, including students with disabilities, students in temporary housing, foster care, and other special populations.
