Job Description and Duties
Under the general direction of an Administrator I, in Correspondence, Analysis, Support, and Education Section (CASES), the Senior Compliance Representative (SCR) independently performs complex analysis and activities. The Enterprise Knowledge Library (EKL) will serve as a repository for storing information and a collaborative area where users can create, capture, share knowledge and information related to local and enterprise procedures, knowledge, and training materials. The incumbent will lead the transition, integration, rollout and upkeep of the EKL. The incumbent will also lead the effort to convert the RACK and utilize the Pega Knowledge Management (KM) platform to implement, publish, and update reference material for the EKL. The incumbent will play a critical role ensuring applicable standards and policies are met, organize the content, and provide technical assistance and training to partners responsible for the implementation and integration of the EKL. The incumbent must have knowledge of and experience using the Pega Knowledge Management platform, extensive knowledge of procedure writing with online manuals, knowledge of the RACK, Revenue and Taxation Code, and Franchise Tax Board policies and procedures to ensure EKL complies with all applicable policy and law. The incumbent promotes a positive environment and ensures the operational goals and quality service objectives are met. All duties are performed within the framework of the department’s strategic business goals, mission, and values.
Working Conditions
- This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for a visa sponsorship, now or in the future.
- This position is eligible for limited remote working within California based on departmental guidelines and operational need. FTB has a minimum in-office requirement of two days per week for all positions including those that are eligible for telework. This is subject to change.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Knowledge of and experience using Pega Knowledge Management Framework
- Knowledge of and experience with procedure writing, department writing and accessibility standards
- Previous training experience
- Ability to analyze data and situations, draw sound conclusions, and take effective actions
- Excellent technical and analytical skills
- Excellent customer service, interpersonal and communication skills
- Project experience as a team leader or team member
- Experience using MS Office (Outlook, Word, Excel, Teams, Forms, PowerPoint, OneNote, Sharepoint)
- Experience facilitating meetings and presentations
- Knowledge of Franchise Tax Board (FTB) systems (Taxpayer Information (TI), Business Entities Tax System (BETS), Taxpayer Folder (TPF), Case Management (CM) and related dependent systems)
- Working knowledge of contact center best practices, correspondence processing and support functions
- Strong organizational skills, multi-tasking skills and ability to remain flexible while balancing competing deadlines
- Strong knowledge and proficient use of the RACK and the update process
- Ability to evaluate system and process updates to determine business area impacts
- Knowledge of FTB's organization, operations, policies, and practices
- Knowledge of Personal Income Tax and Business Entity law
- Ability to present new or complex information to varying audiences
