Duties
This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Director Planning and Project Management (PPM), Project Management Division (PMD). The incumbent is responsible for safety, occupational health and environmental health activities for AOC construction projects administered by PMD developing and maintaining a culture of zero safety incidents.
Major Duties:
Safety Inspections (33%)
Evaluates working conditions for AOC-wide construction projects under the jurisdiction of PMD and develops job hazard analysis. The evaluation will determine if administrative controls or safety features are required for safe working conditions and/or operations. When safety features are required, the incumbent is the team lead working with engineers and architects to resolve the problem.
Applies knowledge of hazardous (e.g. lead paint and solvents), universal (e.g. lamps and batteries, and/or non-hazardous (e.g. oil and polychlorinated biphenyl) waste management requirements to ensure compliance with environmental regulations in performance of duties.
Serves as a senior technical advisor managing safety and occupational health requirements, criteria and compliance strategies for construction, renovation and operational activities.
Oversees safety and health requirements criteria and compliance strategies for contract operations that may require coordination with emergency responders, other Federal agencies, specialized private contractors and the U.S. Capitol Police.
Serves as a technical safety official responsible for the identification of training requirements, coordinating training and maintaining safety training records. Ensures that workers have appropriate Personal Protective Equipment (PPE) and are medically cleared and trained to access and monitor construction activities and project sites. Monitors HAZMAT activities and environments to ensure work is performed in accordance with applicable safety standards, regulations and AOC guidelines. Serves as safety and health emergency responder and subject matter expert in disaster planning meetings, committees and teams.
Safety and Occupational Health Operations (34%)
Coordinates and independently schedules and conducts a full range of inspections throughout the PMD. Develops plans of action to identify and prevent exposure to HAZMAT’s and other hazardous construction activities to ensure the safety of staff, public and protection of government property.
Determines the extent to which mechanical and physical conditions comply with safety standards. Renders professional advice on accident hazards and methods of control. Surveys construction sites to observe actual construction and proper observance of safety rules and regulations.
Instructs employees and contractors on a variety of safety and occupational health subjects including regulations, practices and procedures appropriate to their work. Develops novel or innovative safety and health training curriculum and presents formal training sessions.
Ensures that developments in new and changing industrial processes and materials involving high hazard risks are explained to employees. Teaches techniques and procedures applied by practitioners in related safety and occupational health specialty areas. Develops safety and occupational health surveillance programs for general and specialized industrial practices, methods and techniques.
Safety and Occupational Health Program Management (33%)
Manages and administers the PPM safety and occupational health program for construction projects. Formulates policies and provides program direction by issuing technical guidance. Manages surveys, evaluations, studies, audits and accident investigation reporting. Advises management on safety and occupational health matters.
Establishes the safety and occupational health program according to Federal regulations. Develops program policies, procedures and objectives for accomplishment of the safety and occupational health program. Manages and administers safety and occupational health support for emergency management, emergency preparedness and security operations.
Prepares and implements procedures and guidelines applicable to complex operating activities, with emphasis on such issues as employee qualifications and training, employee exposure to hazardous substances including lead and asbestos, control of hazardous energy, permit required spaces, respiratory protection, exposure to blood borne pathogens, personal protective equipment, equipment operator licensing and testing, ergonomics, hazard communication and emergency incident response.
Serves as safety and occupational health advisor to contracting officers. Develops or reviews scopes of work for contracts. Assures contracts that relate to specific safety and occupational health and environmentally-related issues are properly written and/or revised. Reviews, evaluates and documents contractor safety performance.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position must demonstrate the following:
- Planning, developing, organizing, administering, evaluating and coordinating a comprehensive safety and occupational health program;
- Performing work site analyses, hazard prevention and control;
- Performing incident and complaint investigations and reporting, process analysis to identify critical failures, and developing of corrective actions and monitoring procedures ensuring compliance;
- Reviewing construction contractors health and safety/accident prevention plans, and conducting construction safety inspections.
