Safety and Occupational Health Specialist

Duties
This position is located in the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO). The primary purpose of this position is to plan, administer and evaluate a safety and health program, perform safety and health inspections and serve as a safety advisor to the management staff of ICE/OCFO, within the Office of the Chief Financial Officer, Office of Asset Administration (OAA). Typical assignments include:

• Planning and scheduling surveys of facilities and providing advice and guidance to management;
• Identifying hazards and assessing the potential harm to employees, and providing technical assistance to managers and supervisors to achieve a safe and healthy working environment;
• Investigating and analyzing accidents and hazardous conditions to determine origin, causes, and contributing elements;
• Preparing written evaluation reports concerning findings; and recommending changes in operational procedures, regulations and use of protective devices; and
• Initiating and implementing written guidelines for technical safety standards, and safety code requirements for a variety of activities.

Qualifications
You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the federal service, performing duties such as:

• Planning, administering and evaluating the safety program and serving as the principal safety advisor to the management staff;
• Investigating and analyzing accidents and hazardous conditions to determine origin, causes, and contributing elements and preparing written evaluation reports of findings;
• Conducting meetings to review hazards observed, and making recommendations for corrective action; and
• Performing periodic inspection by either working independently or in conjunction with other safety managers to determine compliance with safety managers and supervisors necessary to achieve safe and healthy working conditions

OR
Ph.D. or equivalent doctoral degree, a L.L.M. (or have successfully completed three full years (or more) of progressively higher graduate education leading to such a degree.). The degree or major must be in Safety, Occupational Health, or Industrial Hygiene or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Education must have been obtained from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work (i.e. related to the duties of the position).

You will receive credit for all qualifying experience, including volunteer experience.
