Registered Nurse (Education Program Manager)

Duties
The primary purpose for the position is to serve as the Education Manager for the Medical Center and the Binghamton and Rome CBOCs and as the advisor to Senior Leadership on all local training and education issues. The role is characterized by substantial responsibility and accountability for an integrated educational program that crosses service lines and disciplines. The Registered Nurse supervises and manages a staff that includes clinical and non-clinical support personnel as they provide education and training opportunities for all staff. Duties include, but are not limited to:

• Responsive to learning issues and serve as the Medical Center's primary educational liaison with the VISN, VHACO program offices (Academic Affiliations, Employee Education, Scholarship & Clinical Education among others).
• Oversight of the Associated Health Trainee, maintaining compliance of policy and directives. Coordinate the implementation of student affiliation opportunities for Nursing and Associated Health Trainees.
• Data Collection and reporting of the Associated Health Trainees activity to the Office of Academic Affiliations, coordinating reports of academic affairs and education and training activities.
• Establishes effective working relationships within the healthcare system and with its affiliates including local universities, colleges, schools, and military groups.
• Directing the system wide education needs assessment, which forms the basis of most education and training programs.
• Develops and implements a functional, healthcare system education plan based on the needs assessment with ongoing updates as additional system needs emerge.
• Coordinates and provides guidance and policy implementation for the Academic Support, National Nursing Education Initiative (NNEI), Education Incentive (EISP), VA National Education for Employees Program (VANEEP) Scholarship Programs and the paid traineeship for the Nursing VALOR Program.
• Administers the education fund control points, Library, Service Line Conferences, and the distribution of NNEI, EISP, VANEEP, and Academic Scholarship Programs.
• Encourages education staff to identify and assess clinical problems that are resolvable through education and training.
• Evaluates the teaching methods and strategies utilized by Education Coordinators.
• Research and/or analyze Medical Center-wide problems, issues, or program requirements. Provide analysis and advice on such problems, issues, or program requirements.
• Develop Medical Center-wide guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to learning programs.
• Develop, update, and implement internal procedures, learning plans, course materials and methods; and recommend new learning resources for the Medical Center.
• Provide guidance to Medical Center managers and supervisors in establishing their internal learning programs, developing or obtaining training aids, and selecting pertinent government and non-government learning resources.
• Provide leadership and clinical skill enhancing the facility wide Simulation Program.

Work Schedule: 1st Shift 8:00 am to 4:30 pm, Monday- Friday

Qualifications
BASIC REQUIREMENTS:

• U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
• Full unrestricted Licensure, Certification, or Registration required.
• Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6).
• Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree in nursing or related field and approximately 2-3 year's of nursing practice/experience.

Preferred Experience:

• Experience in curriculum development.
• Minimum of 2-3 years of professional medical/surgical nursing background.
• 2-3 years of experience as a nurse educator in a hospital.
• MSN preferred.

Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows:

• Practice: practice, ethics and resource utilization;
• Professional Development: performance, education/career development;
• Collaboration; collaboration, collegiality;
• Scientific Inquiry: quality of care, research.
