Recruitment Manager

About This Role

Recruiting Managers are strategic leaders responsible for designing and executing a comprehensive talent acquisition strategy that aligns with the company's long-term business objectives. This role oversees the entire recruitment function, managing internal recruiting staff or assistants, while partnering with executive leadership to forecast hiring needs across national production facilities. This person will report to the Director of Recruiting.

Responsibilities

• Develop and implement multi-channel recruitment strategies to attract specialized talent in industrial fabrication, engineering, and infrastructure services
• Supervise and mentor recruiting staff (Recruiting Assistants and Recruiters), setting clear KPIs and providing the coaching necessary to meet aggressive hiring targets
• Act as a high-level consultant to Department Heads and Plant Managers, providing market insights, salary benchmarking, and best practices for talent selection
• Lead initiatives to enhance the Race Rock employer brand, ensuring the mission to "build America’s infrastructure" resonates across LinkedIn, industry job boards, and trade schools
• Audit and refine the full-cycle recruitment process—from initial intake to onboarding—leveraging internal tracking process and data analytics to reduce time-to-fill and cost-per-hire
• Negotiate and manage relationships with third-party staffing agencies, job board vendors, and background check providers to ensure maximum ROI on the recruiting budget
• Ensure all hiring practices comply with federal and state labor laws

Requirements

• 5+ years of full-cycle recruiting experience, with at least 5+ years in management or lead capacity
• Experience in the industrial, manufacturing, or infrastructure sectors is highly preferred
• Bachelor’s degree in HR, Business, or a related field
• Professional certifications (e.g., SHRM-CP/SCP) are a plus
• Ability to translate recruiting data into actionable insights for the executive team
• Elite negotiation and presentation skills, with the ability to influence stakeholders at all levels of the organization
• Strong attention to detail, accuracy, and confidentiality
• Expert knowledge of modern ATS platforms, LinkedIn Recruiter, and HRIS systems
• Proficiency in Microsoft Office (Excel, Word, Outlook)
• Ability to build strong working relationships with internal stakeholders and external partners
• Ability to handle multiple priorities and meet deadlines in a fast-paced environment
• Exercises independent judgment in screening, assessing, and advancing candidates through the hiring process
• Collaborates closely with hiring managers to align recruiting efforts with departmental needs and priorities
