Duties
NOTE: If the position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without further competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level.
Summary of Duties:
- Provide expert advice for the management of trust and restricted fee real property and processing applications for land into trust, ensuring the protection, conservation, and prudent utilization of Indian lands.
- Prepare for audits of real estate management practices, real estate transactions, and legal instruments preparation to assure conformance with legal, statutory, regulator, and policy requirements.
- Monitors the collection of trust funds from realty transactions.
- Consults with beneficiaries/lessees and other land owners and interested parties about the process options.
- Perform on-site inspections for compliance and field investigations involving, i.e., trespasses, encroachments, and natural resource damages.
Qualifications
Experience and Education Requirements: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170).
GS-11: 1 year of specialized experience equivalent to the GS-9 grade level to include the complexity of work with real estate management; facilitates a trust real estate services program in process of applications for, i.e., patents, removal of restrictions, disposals, acquisitions, rights-of-way, surface and subsurface leasing and permitting; extensive coordination and negotiation between tribal governments, private property owners, and local governments. Monitor the collection of trust funds from realty transactions OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS-9: 1 year of specialized experience equivalent to the GS-7 grade level in analyzing policies and basic acquisition and disposal laws in planning, developing and recommendations, also proper and accurate preparation of all leasing documents involving surface, subsurface, rights-of-way, land sales transactions, probates and ownership and acquisition & disposal transactions, permitting, patents, removal of restrictions. Monitor realty related activity for compliance OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.
Education
Foreign Education: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
