Duties
NOTE: If the position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without further competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level.
**SUMMARY OF DUTIES:**Incumbent plans and implements acquisition and disposal transactions and projects for trust and restricted property, ensuring the protection of trust assets and receipt of fair market value or agreed upon value.
Serve as an advocate in assisting the tribes and tribal members with respect to the conveyance of their real property holdings. Complete the recommendation for approval/disapproval of the conveyances.
Ensure that approvals/disapprovals/awards are recorded in the appropriate system of record. Ensure that beneficiaries and other interest parties are aware of the decision, appeal rights, etc. Provides assistance in areas related to real estate services, and real estate technical personnel and reviews work in progress to provide advice on assignments, release of information, completeness of process, etc.
Researches, analyzes and reviews complex and conflicting problems and issues, and provides findings and recommendations on problems/issues.
Provides technical assistance to tribal members who apply for the sale of land, patents in fee, exchanges, partitionments, removal of restrictions, and return to trust status of fee lands. Authorize appropriate and accurate distribution of funds. Consult with land owners and other interested parties about the conveyance process and other needs and documentation.
Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS:(OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170).
GS-11: 1 year of specialized experience equivalent to the GS-9 grade level. Examples of specialized experience may include using in-depth knowledge of agency procedures, applicable federal statutes and laws, and a good understanding of the real estate market. Applicant may be in situations which involve complicated factors such as difficult negotiations, or helping clients with unusual, extensive or rapidly changing needs, or working with unfamiliar state or local governments. Oversees disposal of property that may involve numerous environmental concerns, unstable market(s), unusual security problems, extensive damages (to the property), and have to take into consideration possible significant impacts on local real estate markets, among other things. Provides guidance to lower graded specialist and real estate technicians in the areas of real estate services, and reviews their completed work. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS-9: 1 year of specialized experience equivalent to the GS-7 grade level. Examples of specialized experience may include knowledge of agency policies and procedures, federal statutes and laws, and a good understanding of the real estate market; applicant will perform work in acquisition and disposals, while taking into consideration and resolving client's needs. Oversee disposal of property, taking into consideration archeological and environmental concerns, and a market in which the sale will have little economic impact. Will conduct negotiations with willing individuals or small groups. (Your resume must support this experience, and these e.g.'s are not all inclusive, please see summary of duties).OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-7: 1 year of specialized experience equivalent to the GS-5 grade level. Examples of specialized experience for the purpose of this position is identified as experience that demonstrates the ability to analyze problems, gather pertinent data and recognize solutions. Applicant must be able to assess tribal needs in order to determine proposed uses with agency mission of the landowner's needs. Applicant is required to resolve routine problems and must be able to assist higher level Realty Specialists through gathering and preparing information, reviewing documents and discussing routine agency procedures and requirements. **GRADUATE EDUCATION:**Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society – membership in a freshman honor society cannot be used to meet the requirements of this provision.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.

FOREIGN EDUCATION: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
