Duties

  • Recommends whether transactions are feasible after reviewing lands, meeting with landowners, and discussing with other personnel.
  • Requests and assures that hazardous waste surveys and cultural compliance are completed.
  • Determines that clear title is available for land, including the status of legal ownership, liens, and probate proceedings.
  • Inspection of the land prior to completion of land transactions and prepares all land documents and correspondence.
  • Prepares administrative determination of value for use authorizations under $25,000.

Qualifications

For the GS-09 level: 1 year specialized experience equivalent to at least GS-07 in the Federal service. Specialized experience is defined as experience with less complex real estate principles; practices; property rights; and property evaluation concepts involving simplified land transactions (for example one of the following: a simple consent, easement, permit, or license involving one party using an agreement template or guide); OR master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree; OR LL.B.; OR J.D., if related; OR a combination of graduate level education and specialized experience that together meet the qualification requirements for this position.

For the GS-11 level: 1 year specialized experience equivalent to at least GS-09 in the Federal service. Specialized experience is defined as experience working with real estate principles; practices; property rights; and property evaluation concepts involving moderately complex land transactions (for example one of the following: an easement, adjustment, land exchange, land disposal, land acquisition, multiple crossing consents or licenses involving more than one party); OR Ph.D.; OR equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related; OR a combination of graduate level education and specialized experience that together meet the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

If selected, the selectee will be required to provide official college transcripts to verify educational qualifications. An official transcript bears the University Seal and a signature certifying its authenticity and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
