About the role

Primary Purpose

The registered nurse provides clinical and administrative support with the Child Health Primary Care clinic. This position is responsible for delivering high quality care to infants, children, and adolescents, including health assessments, immunizations, education, and follow-up care. The role also serves as the NCIR Administrator for the clinic, ensuring compliance with state and federal immunization guidelines and managing vaccine inventory.

Essential Functions Child Health Primary Care Clinic:

  • Patient Assessment: Obtain health histories for infants and children in accordance with Health Check Periodical schedule.
  • Clinical Procedures: Perform provider-ordered procedures such as vision and hearing screenings, nebulizer treatments, and EKGs.
  • Communicate with patients via phone, triage calls, and address ongoing health concerns.
  • Health Education: Provide teaching on topics including nutrition, dental care, safety, emergency care, hygiene, signs and symptoms of illness, behavior/development, and anticipatory guidance.
  • Documentation: Record all findings and education provided in the child’s medical chart.
  • Immunizations: Administer immunizations as needed and document all actions accurately.
  • Follow-up Care: Manage follow-up for Child Health patients; referrals, lab results, medication refill requests, and any patient drug assistance programs as needed.

Immunization Administration and Follow -Up:

  • NCIR Administrator: Serve as the North Carolina Immunization Registry (NCIR) Administrator for the Child Health Clinic. Maintain accurate inventory, manage VFC (Vaccines for Children) program compliance, and ensure timely documentation.
  • Immunization Delivery: Administer age-appropriate immunizations to children and adolescents (0-18 years) in accordance with state and local guidelines.
  • Education & Compliance: Stay up to date with current immunization guidelines and continuing education requirements. Provide education to parents and guardians regarding immunizations, vaccine safety, and schedules. Ensure compliance with immunization protocols and maintain up-to-date Vaccine Information Statements (VIS) per CDC requirements.
  • Inventory & Storage: Order vaccines as needed, monitor storage conditions, and ensure proper temperature control for all vaccines.
  • Documentation & Reporting: Accurately record immunization and inventory in NCIR and maintain required reports for VFC and clinic operations.

Other Duties/Responsibilities:

  • In times of a disaster, will function as a health professional in a Red Cross Shelter.
  • Participates in orientation of students and/or new employees as necessary.
  • Participate in health fairs and school-based immunization clinics as needed.
  • Perform additional duties as assigned by the Clinic Coordinator, Nursing Supervisor, Deputy Director, or Health Director.

Minimum Education And Experience Graduation from an accredited school of professional nursing and one year of professional nursing experience.

License Or Certification Required By Statue Or Regulation A current license to practice as a Registered Nurse in North Carolina by the N. C. Board of Nursing.

Valid NC Driver’s License

Special Requirements G.S. 153A-94.2(b) Subject to SBI criminal history record check prior to hire.

Knowledge, Skills, And Abilities Considerable knowledge of, and skill in, the application of nursing theory, practice, principles, and techniques employed in the field of public health and related programs; considerable knowledge of and ability to apply the principles and practices of public health; knowledge of available resources and organizations and the ability to coordinate these as needed; general knowledge of current social and economic problems relating to public health, including health disparities; ability to plan, coordinate, and oversee the work of others; ability to deal tactfully with others and to exercise good judgment in appraising situations and making decisions; ability to work in partnership with patients and with other service providers to elicit needed information and to maintain effective working relationships; ability to record accurately services rendered and to interpret and explain records, reports, and medical instructions; adequate computer skills to allow communication, patient record documentation, and accessing of information.

Health Insurance Health Insurance is provided by ACS Benefits Services and covers a wide variety of healthcare services. Craven County pays 100% of Employee Only premium cost. Employees have the option to add child and spouse dependent coverage at their own cost.

Dental Insurance Dental Insurance is provided through the Delta Dental PPO and Delta Dental Premier network administered by ACS Benefits Services. It covers a percentage of basic to major dental procedures, including orthodontia for children. Craven County pays 100% of Employee Only premium cost. Employees have the option to add child and spouse dependent coverage at their own expense.

Life Insurance and AD&D Craven County provides eligible employees with $10,000 life insurance and accidental dealth and dismemberment coverage through OneAmerica AUL. Employees have the option to purchase additional coverage and/or dependent coverage at their own expense.

Disability Insurance Craven County provides eligible employees with $50.00 per week in disability insurance through OneAmerica AUL. Employees have the option to purchase additional disability insurance at their own cost.

North Carolina Local Governmental Employees' Retirement System Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.

NC401k Craven County contributes 2% of eligible employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 3%.

Annual Leave Regular full-time employees earn annual leave based upon years of service. Eligible employees begin to accrue annual leave as soon as they start but must complete a six month probationary period before they are eligible to use annual leave.

  • Less than two years of service earns 10 days per year.
  • Two but less than five years of service earns 12 days per year.
  • Five but less than 10 years of service earns 15 days per year.
  • 10 but less than 20 years of service earns 18 days per year.
  • 20 or more years of service earns 20 days per year.

Sick Leave Regular full-time employees earn 3.69 hours of sick leave per pay period. Craven County accepts eligible sick leave from the State of North Carolina, any of its political subdivisions, any local government entity or authority, or municipality in North Carolina.

Paid Holidays County employees receive 11-14 paid holidays annually. The Board of County Commissioners may adjust the holiday schedule as deemed necessary.

Longevity Eligible employees earn $200 in longevity after five years of service by October 31 of the qualifying year. Longevity benefits increase $25 per year up to a maximum of $1,000.

Merit Program Craven County offers a merit program. Up to 56% of eligible employees may receive a performance-based merit increase each year.

Supplemental Benefits County employees are also offered a variety of supplemental benefits to select at their own expense such as Life Insurance, Vision Insurance, Flexible Spending Accounts, Critical Care policies, Cancer policies, Long-term Care policies, Hospitalization policies, 457b Deferred Compensation Plan and Aflac.
