Duties
The primary purpose of this position is to serve as an Air Reserve Technician (ART) Public Affairs Officer. Incumbent of this position will perform the following duties:
- Plan, direct and manage the public affairs program.
- Plan, organize and administer an external information program.
- Conduct an internal information program to keep personnel informed on current policies and developments as well as local activities, plans, and problems.
- Establish contact and maintain a positive relationship with local businesses, information agencies, and social and civic groups.
- Plan, direct and conduct the Congressional Outreach program.
- Manage and execute the Employer Support program.
Qualifications
You must have one year (52 weeks) of specialized experience equivalent to the GS-11 grade level or qualifying pay band under other pay systems in the Federal service that has given you particular knowledge, skills, and abilities (KSAs) as shown below required to successfully perform the duties of this position. Experience which provides a thorough knowledge of planning, directing, and administering the organization's public affairs campaigns, projects, studies, and other major program functions keyed to random or targeted audiences. (To be creditable, specialized experience must meet the above quality level requirements).
KSAs: (1) Knowledge of the concepts, principles and practices of conducting a Public Affairs program for an organization. (2) Knowledge of print and electronic media production and techniques in planning and developing new articles, fact sheets, brochures, and other information materials to keep various intended audiences informed on issues of interest. (3) Knowledge and skill in applying analytical techniques in gathering and evaluating complex data; and determining appropriate method, medium, and audience for intended communication. (4) Skill in effectively interfacing with print and electronic media, other government agencies, and representatives of special interest groups. (5) Ability to plan, organize and evaluate program effectiveness.
