Duties
The incumbent of this position will:

Provide leadership and coaching to a diverse group of specialist involved in property programs that support every aspects of the agency;

Evaluate work products and services for technical soundness, appropriateness, and conformity to policies and procedures;

Plan, organize, and direct the activities of the Property Operations Section, ensuring that programs comply with legal and regulatory requirements and meet customer needs;

Provide oversight and program management of the Fleet management program;

Manages real property (RP) staff to participate with the engineering community in coordinating joint efforts to maintain consistency of information between RP data and Facilities Asset Management Systems (FAMS). Oversight of staff will also ensure that Construction in Progress (CIP) facilities and projects are efficiently reported by state engineers as projects are completed and ultimately finalized;

Perform site visits to field offices to evaluate the implementation of policies, standards, and procedures for property management with particular attention placed on the operation relating to personal property acquisition, maintenance, and disposal; evaluate and enumerate deficiencies and recommend improvements or corrective actions; brief senior field officials regarding team observations and findings;

Oversee the facilities management function which will obtain and schedule work and/or service requests involving repairs, renovations, alterations, and improvements; custodial services; heating, air conditioning, plumbing, lighting, snow removal, and grounds maintenance services; moving and contracted labor services; building security; etc;

Provides technical assistance to field offices, project offices, and DOI offices; conducting negotiations and briefing management regarding various property and fleet operational and program issues;

Prepares a variety of written communications such as position papers and operating instructions or other regulatory documents requiring effective writing skills.
Qualifications
In order to be rated as qualified for this position, we must be able to determine that you meet the one year of specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled. Examples include: Providing technical advice, guidance, and leadership on a variety of complex property utilization and disposal issues; making determinations in complex and sometimes obscure matters; responding to and resolving complex fleet, heavy equipment and specialized equipment providing alternatives which meet customer needs and incorporate the appropriate legal requirements; working extensively with other offices to develop quality and timely disposal services and information to identified clients; developing, interpreting, and analyzing data extracts and reports from automated Financial Business Management systems and participating in the development of automated system approaches for more effective tracking and reporting of work.
You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
