About the role

Duties

As a Program Support Specialist with the Office of Operations; Division of Ethics & Integrity, you will be responsible for the following duties:
*Plan, organize, carry out, and evaluates special projects affecting the administration of programs.
*Develop position papers to explain study findings and recommendations.
*Serve as a point of contact for the Office, its management staff, and higher level program, management, and administrative specialists.
*Prepare special reports, presentations, and summaries for the Office Director and other Office staff. Obtains and verifies information by researching office records and reference documents and by conferring with program officials within and outside the Division.
*Interpret requests for programmatic action or information, and provide guidance, advice, assistance, interpretation, and recommendations to Office and Agency officials, program directors, private industry representatives and others concerning Office program activities.
*Research information on FDA functions and activities required by the supervisor or Office Directors for reports or for use in meetings.
*Provide expertise for the automation of work processes directed toward creating a paperless environment (i.e., automating documents, records, budget, forms and communications).
*Serve as liaison to various FDA information resources management staff for activation of these systems and for the development and modification of policies and procedures that apply to their use.
*Provide immediate and continuing support by briefing the supervisor on a variety of confidential matters pertaining to administrative operations, recommending courses of action, and keeping her/him informed of activities occurring when s/he is absent from the office for extended periods.
*Keep informed of the supervisor's views and policies, identifies when changes in policy will necessitate changes in procedures, prepares new procedures, and develop and carry out implementation plans.
*Assist the Office Directors and/or members of his staff in planning for and arranging the agenda of meetings or conferences.

Qualifications

In order to qualify for Program Support Specialist, GS-0301-09, you must meet the following:
Have one year of specialized experience, equivalent to the GS-07 In the Federal service, experience providing a variety of staff support and program management assistance;  performing research, conducting studies, evaluating and analyzing data.

OR

Have completed a Master's or equivalent graduate degree, 2 full years of, progressively higher level graduate experience leading to such a degree, or LL.B. or J.D.

 

In order to qualify for Program Support Specialist, GS-0301-11, you must meet the following:
Have one year of specialized experience, equivalent to the GS-09 In the Federal service, experience applying analytical and evaluation methods and techniques, administrative requirements, and operating procedures to plan, schedule, and conduct studies to evaluate the efficiency and effectiveness of programmatic operations.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
