Duties
You will serve as the Program Manager/Division Director for Checked Baggage Technologies Division and report to the Office of Acquisition Program Management (OAPM) Deputy Assistant Administrator (DAA) and Assistant Administrator (AA). You will be responsible for leading and administering, and coordinating the understanding of and compliance with Federal laws, regulations, and legislation such as the Aviation and Transportation Security Act (ATSA) with respect to selecting, acquiring, and deploying systems and technology that screen passengers, accessible property, checked baggage, and cargo for unauthorized explosives, incendiaries, weapons, and other prohibited items onboard aircraft and other modes of transportation and leading the identification of state-of-the-art security technology solutions.
Duties include:
- Serving as a liaison between TSA's Office of Security Operations (OSO) and Office of Security Policy and Industry Engagement (OSPIE) on OAPM technology and procedural matters.
- Supervising the Electronic Baggage Screening Program and overseeing the critical program associated with Electronic Baggage Screening and other critical and complex initiatives. Leading, directing, and providing guidance to approximately 25-35 incumbents, several at the senior level.
- Leading the overall coordination, management and deployment of OAPM Level 1 and 2 programs and projects within cost, schedule, and performance baseline parameters while ensuring OAPM mission goals and objectives are attained.
- Managing OAPM portfolio of programs, allocating resources, resolving conflicts, and implementing steps to integrate the programs as appropriate.
- Translating OAPM strategic goals and performance plans into program and project strategies and objectives and plans, and organizes, directs, tracks, and guides program operations.
- Reviewing and approving acquisition/program baselines and deployment program/project plans and periodically monitor their implementation.
- Providing guidance and input to the OAPM AA on operational and strategic decisions and structure, strategic guidance, and long range planning alive to integrated product teams.
- Providing leadership in developing training products for OAPM on topics such as best practices and lessons learned.
- Representing OAPM and providing liaison with stakeholders within and outside of DHS and TSA.
Supervisory Managerial Responsibilities include: strategic planning, communicating the organization’s vision and objectives; setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employee. Qualifications
To qualify for the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band or GS-15 in the Federal service or equivalent experience in state or local government or the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes leading, administering, and coordinating the understanding of and compliance with Federal laws, regulations, and legislation pertaining to aviation security screening capabilities, as well as overseeing highly complex deployment program operations.
It is required that you have achieved Level III Program Management Certification to be considered for this position.
