Program Manager

About This Role

Planning and running programs for the Leidos Health and Services Sector is the core of this Program Manager role, which is contingent upon contract award. This position will support the DMIX PMO and be responsible for product development for DHA health data technical solutions, managing the product lifecycle, gathering and prioritizing business and external customer needs, and translating needs into product requirements. The role assists the Government DES Project Manager and COR in working with Government Contracting Officers and other Government management personnel and customer agency representatives, managing operations and modernization concurrently, coordinating multiple vendors, and executing controlled transitions.

Responsibilities

• Lead the team in developing and enhancing customer products, processes, standards, or operational plans in support of projects within the DMIX environment
• Manage elements of the internal Leidos budget
• Gather and analyze information to understand and solve complex problems and issues, typically involving multiple small projects, interaction with a multi-vendor environment, and multiple stakeholder customers
• Communicate with parties within Leidos and DHA Government contract officials, which may include Government Stakeholders
• Influence others outside of own area on policies, practices, and procedures
• Manage a large team of experienced professionals who exercise latitude and independence in their assignments
• Ensure contract deliverables, compliance, and timelines are being met
• Lead, direct, and review the work of the team
• Engage and manage direct staff

Requirements

• US Citizen with the ability to obtain and maintain an ADP II Clearance
• Bachelor’s degree in business, management, information technology, engineering, healthcare administration, or a related discipline; or the experience substitution below
• 10 years supporting IT programs or service delivery, including 5 years managing IT projects, programs, or services with responsibility for staffing, schedule, cost, risk, and performance
• DHA delivery experience
• 2 years coordinating delivery across multiple Agile teams using SAFe or a comparable Agile-at-scale framework
• Experience managing production IT services and system integration or modernization, whether on the same or separate efforts
• Experience coordinating multiple technical teams and vendors and managing service-level commitments
• Experience coordinating increment planning, cross-team dependencies, release activities, risks, and delivery outcomes
• Experience using Azure DevOps or a comparable enterprise Agile work-management platform for backlog, dependency, and progress management
• Broad management and leadership knowledge to lead project or technical program teams
