Duties
**The primary purpose of this position is:**Administer the planning, developing, and establishing program guidance, assessments, requirements, and advisory services for the organization.
- Administers Group Support Programs.
- Establishes, defines, and implements requirements to ensure operations are in line with regulatory requirements, support goals, and mission requirements.
- Participates in special initiatives, studies and projects related to the Mission Support Group.
- Attends meetings, conferences, briefings, and seminars related to program planning.
Qualifications
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent. Specialized experience must include administering the planning, developing and establishing program guidance, assessments, requirements, and advisory services; supports subordinate unit/branch commanders in the development, review, and full assessment of organization status as it relates to achieving maximum readiness; responsible for ensuring thorough evaluation of internal control processes and other required readiness programs; performs reviews, studies, and analysis to evaluate and develop procedures and guidance to improve the effectiveness and efficiency of the program.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M in an accredited college or university.

COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support program administration responsibilities.
- Knowledge of unit/group/installation mission requirements, vulnerabilities, operational and security policies, inspection program goals and objectives, internal controls, and operations of a wide variety of organizations.
- Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
- Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
- Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
- Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE**:** Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
